The Team You'll Work With:
The mission of the Office of Talent and Workforce Development (NYC Talent) is to ensure all New Yorkers can access good-paying careers and employers can access New York City's talent so they can thrive today and in the future. Sustaining a dynamic, accessible city requires intentional support for good jobs, worker power, and the economic ecosystems that allow communities to thrive.

To achieve this mission, NYC Talent aligns efforts across the city's public-private workforce development ecosystem, provides data and policy expertise, and supports program innovations and process improvements for services offered by the City of New York and other workforce stakeholders. NYC Talent works in partnership with government, employers, industry professionals, educational institutions, nonprofits, and philanthropic organizations to ensure the City's workforce development strategy aligns with employer demand, jobseekers' needs, and the rapidly changing economy.

The Problems You'll Solve:
Reporting to the Chief Policy and Programs Officer, the Senior Advisor and Director of the NYC Workforce Development Board is a key advisor and manager for a range of NYC Talent priorities, including:

-Leveraging the resources of New York City and our partners to build an integrated, equitable, and efficient workforce system that gets New Yorkers good jobs and supports a strong local economy. This role brings creativity and a drive towards measurable results, finding smart ways to work within strict funding rules without losing sight of the big picture.
-Ensuring the City's compliance with the Workforce Innovation and Opportunity Act (WIOA) and related Program Oversight via the Workforce Development Board, and NYC Talent's role staffing the Board.
-Supporting WIOA program innovation and enhancement.
-Analyzing, communicating, and advocating for changes in federal, state, or city policies related to WIOA.
Specific tasks include interacting with senior staff across the team and externally, implementing new programs and policies across agencies, reviewing relevant legislation, studies, and reports; producing background and position memos and fact sheets to support executive decision-making; drafting talking points; and supporting interagency collaboration that enables systems change and improved outcomes across the City's workforce landscape. This position will also supervise a team consisting of one staff.

Specific Responsibilities:
-Serve as Director of the NYC Workforce Development Board (WDB)
oSupport Board's role in overseeing Workforce Innovation and Opportunity Act (WIOA) funding and performance, including coordinating with the NYC Department of Small Business Services (SBS) and NYC Department of Youth and Community Development (DYCD) and monitoring their alignment with the priorities outlined by the WDB and the Mayor.

-Serve as primary subject matter expert on WIOA
oEnsure WIOA-funded activity is in compliance with all relevant laws and regulations, and manage Board governance, including bylaws, voting requirements, and required meeting documentation.
oReview, interpret, and communicate federal and state policy guidance related to WIOA, including funding levels, and support Board and other partners' advocacy for changes to laws or policies at the federal, state, and city level.

-Support System WIOA Strategy Development
oAdvise the Board, NYC Talent, and City leaders on ways to leverage WIOA's ability to advance economic mobility, to maximize access to workforce services for underserved populations, to reduce racial and geographic disparities, and to support populations in overcoming barriers to employment, including immigrants, justice-involved individuals, disconnected youth, veterans, people with disabilities, and public housing residents.

-Board Compliance and Governance (Core oversight of the Board's legal standing and adherence to city and state regulations.)
oBoard Composition:
Closely monitor the composition of the Board to ensure that it meets all requirements under WIOA.
Manage the biannual Board Recertification process to ensure the Board remains in good standing with NYSDOL.
oWIOA Local Plan: Lead the development, submission, and strategic updates of the 4-year WIOA Local Plan.
Oversee periodic updates to the local priority occupation list and monitor any system impacts or policy requirements related to this list.
oOfficial Records: Oversee the drafting and posting of Meeting Minutes, Resolutions, and the maintenance of Board Bylaws.
oPolicy Development: Draft and implement internal and system-wide Board policies and procedural directives.
oCOIB Oversight: Facilitate the Conflicts of Interest Board (COIB) annual disclosure and filings for all Board members.
oOne-Stop Oversight: Manage the One-Stop Career Center (Workforce1) Recertification process to ensure service quality and compliance.
oOversee event logistics, documentation, and facilitation (as needed) for all formal Board-related meetings.
oEnsure City agencies and key members of the Board are briefed in advance of Board-related meetings and provide support or direction for any related documents that need to be produced.
oEnsure that any policy or documentation changes that are required for WIOA compliance and that require Board participation are planned and completed.
oOversee the Project Manager Employer Engagement and any strategy or partner relations consultant support for the Board.

-Fiscal & Programmatic Oversight (Management of federal/state funding streams and accountability for NYC's workforce investments)
oAudit Management: Act as the lead for USDOL Audit and NYSDOL Audits, coordinating agency document submission and ensuring all findings are addressed.
oFunding Monitoring: Track the federal and state allocations of WIOA Youth and Adult/DW funding.
oFiscal Accountability: Monitor system-wide fiscal health to ensure maximum utilization of federal resources with minimal underspending.
oWARN Notices: Monitor and process Worker Adjustment and Retraining Notification (WARN) Notices informing the Board of anticipated worker layoffs or plant closures. Where possible, identify opportunities for Workforce1 to connect dislocated workers to other job opportunities in their system and coordinate with NYSDOL's Rapid Response team.
oNegotiate local performance accountability measures with NYSDOL on behalf of the local area and monitor performance against the negotiated measures in partnership with Small Business Services and Department of Youth and Community Development.

-Employer Engagement Support
oProvide expert technical assistance to NYC Talent's Industry Partnerships to maximize use of WIOA-funded programs by NYC businesses, especially across priority sectors.

-Resource Development Support
oSupport City efforts and strategy to maximize the leveraging of WIOA against other city, state, and federal funding streams, including through new public grants, private partnerships, and philanthropic funding.

-Additional Engagement (The Board's voice in local, state, and regional workforce policy.)
oStatewide Liaison: Represent NYC on the NYSDOL Statewide WDB Directors' monthly calls to align with state-level policy.
oRegional Collaboration: Co-chair the Regional Business Services Team with the NYC Business Services lead from NYSDOL and plan and lead quarterly meetings with a variety of government agency stakeholders, including a mix of State and City agencies.
oGrant Support: Review and coordinate a response to requests for Letters of Support from stakeholders applying for state and federal funding.

-General Support:
oAs needed, serve as spokesperson, representative, and ambassador of NYC Talent in public forums, advocate for the work of NYC Talent initiatives, and prepare effective written materials, including memos and decks to be used in presentations, external meetings with senior executives, and public speaking engagements.

-You are a self-starter who positively contributes to a learning culture and collaborative team and is willing to perform the full range of tasks required in a dynamic, rapidly responsive, and growing organization.
-You have the ability to quickly absorb complex, technical concepts and brief staff within the Office as well as senior external stakeholders.
-You have excellent analytical and creative problem-solving skills.
-You have thorough knowledge and proficiency in Microsoft Word, Excel, and PowerPoint.
-You have experience working within workforce development, preferred.
-You have preferred knowledge of the labor market and in-demand occupations.

Minimum Required Qualifications:
-Bachelor's degree from an accredited college or university; and
-8+ years in government, public-policy, legal, or intergovernmental affairs, with at least three years in a managerial capacity, or
-You have 10+ years of related work experience, with at least three years in a managerial capacity.
-You have a Master's degree in Public Administration, policy, Juris Doctorate, or a related field, preferred.

Qualifications

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience acquired within the last fifteen years, of supervisory or administrative experience including handling of business promotion or urban economic problems, at least 2 years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning; or

2. A satisfactory equivalent combination of education and experience. However all candidates must have 2 years of managerial or executive experience as described in "1" above.

Appropriate graduate study in an accredited college or university may be substituted for the general experience on a year-for-year basis. All candidates must have a four-year high school diploma or its equivalent approved by a State's Department of Education or a recognized accrediting organization.
