Summary

This position is part of the Office of Congressional and Intergovernmental Affairs, Department of Energy. As a Senior Advisor, you will serve as a subject matter expert, perform a wide range of complex assignments, provide authoritative advice, consultation, and recommendations on complex legislative, intergovernmental, and programmatic matters

Duties

Help

As a Senior Advisor, you will:

  • Serve as an advisor and recognized subject-matter expert to senior department executives and top-level managers on complex, high-priority administrative and management issues.
  • Apply expert knowledge and analyses of new or proposed legislation, federal regulations, and intergovernmental policies to determine their short and long-term impact on agency programs and operations.
  • Direct and oversee complex, multi-dimensional special projects and initiatives that cross organizational lines to develop innovative solutions to novel and unprecedented issues and improve agency-wide effectiveness.
  • Coordinate high-level meetings, conferences, and engagement with internal and external stakeholders, including Congressional and intergovernmental staff, other federal agencies, and private industry.
  • Prepare and review highly sensitive reports, position papers, executive briefings, and official correspondence for senior leadership on complex policy and programmatic matters.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting 2 of 4 of the following:

  1. Serving as a principal advisor to senior leadership or high-level executives, providing deliverables on complex, high-priority legislative or intergovernmental policy matters affecting organizational programs, priorities, and interests.
  2. Analyzing proposed legislation, regulations, and intergovernmental policies to assess organizational impacts and develop strategic recommendations to advance agency priorities.
  3. Building and sustaining strategic relationships with intergovernmental representatives to advance organizational priorities and resolve complex legislative or intergovernmental issues.
  4. Synthesizing complex information to develop high-level policy recommendations, executive briefings, and decision documents that inform leadership on complex or high-profile agency issues.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
