ABOUT THE POSITION
The County of Riverside's University Health System-Behavioral Health is recruiting a Senior Administrative Services Analyst in Riverside. This role entails conducting cost analyses for hospital services and goods, presenting findings to leadership, verifying prices on contracted items, and discovering cost-saving opportunities with vendors. This position demands effective communication with executive management, program staff, vendors, and external partners in a professional administrative/office setting. Additional responsibilities include preparing reports, monitoring grant-related activities, coordinating fiscal documentation, and providing operational support to ensure the efficient delivery of departmental services and programs.
The most competitive candidates should have a minimum of three years of experience working within a health system.
The Senior Administrative Services Analyst serves as the lead classification in the Administrative Services Analyst series and reports to an administrative or executive manager. This role differs from the Administrative Services Analyst II as it functions in a lead capacity for administrative services for a division or unit within a department.

EXAMPLES OF ESSENTIAL DUTIES
• Review and examine on-going expenditures related to operations, approved budgeted items, staffing, and contracts; ensure expenditures comply with budgeted plan.
• Conduct and participate in financial and productivity audits; analyze productivity data; ensure departments are in compliance within requirements.
• Prepare a variety of complex financial reports; write justifications for proposed budget adjustments, request for qualifications, request for proposals, and Form 11s for approval.
• Develop staffing guidelines to monitor human capital; ensure appropriate funding is available for labor allocation.
• Compile and create highly complex statistical reports to ensure operation activities meet departmental requirements of programs or projects.
• Develop contract monitoring tools; evaluate and monitor contractor's performance; evaluate grant requirements.
• Analyze and write contracts; negotiate terms, conditions and prices of contracts; review cost comparisons from vendors; monitor expenditures of contracts.
• Perform costs and benefits studies to provide recommendations to management staff.
• Review and keep current with legislation to determine effect on departmental operations and programs.
• Identify operational problems and formulate appropriate solution under little direction.
• Collaborate with other divisions and units for departmental-wide projects.
• Evaluate procedures and policies of programs.
• May provide guidance, training and review the work of subordinate clerical staff.
MINIMUM QUALIFICATIONS

OPTION IEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional, or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: One year of professional experience in an administrative capacity, which must be at journey level.

OPTION IIEducation: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Administrative, paraprofessional, or technical experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Two years of paraprofessional or technical experience in an administrative capacity, which must include a minimum of one year of journey level experience.

ALL OPTIONSKnowledge of: Principles of administration, organization and management to analyze operations, services and programs; budgetary and contract monitoring.
Ability to: Analyze and collect data through a variety of complex systems; gather and compile facts and statistics; evaluate program effectiveness; recommend program revisions; conduct studies of administrative and operational activities; evaluate program problems and provide solutions; monitor budgetary expenses.

License: Possession of a valid California Driver's License may be required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.

A new member is defined as any of the following:
  1. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  2. A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  3. A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
