Zachary Piper Solutions is seeking a
Senior Action Officer: Classification/Program Protection to support a high-visibility mission in
Arlington, VA (Pentagon) . This is a senior-level
Senior Action Officer: Classification/Program Protection role focused on developing, staffing, coordinating, and reconciling national and DoW security policy, guidance, and training related to Classification Management and Program Protection. The ideal candidate will bring extensive experience with national-level information security policy, senior-level staffing and action officer responsibilities, and cross-agency coordination. This position will work closely with senior stakeholders across Research & Engineering (R&E), Acquisition & Sustainment (A&S), the DoW Chief Information Officer (CIO), Defense Counterintelligence and Security Agency (DCSA), Joint Staff (J28), and other federal organizations to integrate Program Protection, Supply Chain Risk Management (SCRM), counterintelligence (CI), and information security requirements across DoW programs and initiatives.
Responsibilities for the Senior Action Officer: Classification/Program Protection includes:- Support the development, implementation, and coordination of national and DoW security policy, guidance, and training related to Classification Management and Program Protection.
- Serve as a senior Security Policy Analyst and Action Officer, drafting, staffing, tracking, reviewing, and reconciling policy documents, directives, instructions, manuals, memoranda, and other security publications.
- Facilitate and oversee security reviews, including assessing security requirements and developing recommendations for security classification guidance and Program Protection Plans.
- Conduct policy analysis and provide recommendations addressing information security, classification management, Program Protection, SCRM, counterintelligence, and related security equities.
- Develop and coordinate action memoranda, congressional responses, executive briefings, background research, oversight materials, and senior-level correspondence.
- Coordinate and reconcile input from multiple DoW organizations, military services, Joint Staff elements, federal agencies, and other stakeholders.
- Establish and maintain strong working relationships with R&E, A&S, DoW CIO, DCSA, Joint Staff (J28), and other federal entities.
- Participate in interagency and intra-agency meetings, working groups, security reviews, oversight visits, and other senior-level engagements.
- Support the integration of security policy requirements across organizational efforts while ensuring alignment with applicable national and DoW policies and procedures.
Required Qualifications for the Senior Action Officer: Classification/Program Protection includes:- Active TS/SCI clearance
- Bachelor's degree
- 10+ years of demonstrated knowledge of national-level and DoW information security policies and procedures
- 5+ years of experience working national-level information security issues affecting DoW and non-DoW organizations
- 5+ years of experience developing and staffing policy, including drafting, formatting, tracking, staffing, reviewing, and reconciling inputs to DoW Directives, Instructions, Manuals, and other publications
- Experience reviewing policy documents and identifying information security equities and requirements
- 3+ years of experience developing and coordinating policy, including:
- Action memoranda
- Congressional responses
- Executive and senior-level briefings
- Background research
- Oversight visit materials
- Interagency and intra-agency meeting support
- 4+ years of security policy or operational experience
- 4+ years of experience serving as a staff action officer supporting an Office of the Secretary of War (OSW), Joint Chiefs of Staff (JCS), or Military Department headquarters staff
- Strong written and verbal communication skills with the ability to coordinate and reconcile complex security policy issues across multiple organizations
- Demonstrated ability to work with senior government stakeholders and manage complex, high-visibility security policy actions
Preferred Qualifications for the Senior Action Officer: Classification/Program Protection includes:- Experience with Classification Management and Program Protection
- Experience developing or reviewing Program Protection Plans (PPPs)
- Experience with Supply Chain Risk Management (SCRM) and counterintelligence policy
- Experience coordinating across DoW, Joint Staff, military service headquarters, DCSA, and other federal agencies
- Experience supporting senior-level security governance, policy development, or oversight activities
- Familiarity with national-level security classification guidance and information security governance
Compensation for the Senior Action Officer: Classification/Program Protection includes:- Salary Range: $160,000-165,000 depending on experience
