Position Summary

Manage, plan and coordinate assigned activities and operations within the Capital Implementation Program including selection of consultant services, negotiation and preparation of professional/technical contracts, capital planning, budgeting, scheduling and development of policy recommendations, project management; coordinate assigned activities with other divisions, outside agencies and the general public and provide highly responsible and complex staff assistance to assigned supervisory or management staff.

Essential and Supplemental Functions

ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.
  1. Manage and administer the selection on architectural and engineering design consultants according to the Selection Advisory Committee (SAC) Ordinance. Conduct Public Meetings according to ordinance requirements.
  2. Negotiate architectural and engineering design services fees, scope and schedule in conjunction with the City project managers.
  3. Prepare contractual documents and manage and track the review approval process.
  4. Provide professional advice to project and contract managers in the preparation of contract and task order documentation.
  5. Provide information on the Selection Advisory Committee (SAC) process to Elected Officials, City Departments, the consultant community and the general public.
  6. Professional administrative functions related to the Capital Implementation Program.
  7. Attend City Council meetings and provide information on the consultant selection if called upon.
  8. Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
  9. Review master plans, sector plans and facility plans for CIP input to City-wide processes.
  10. Ensure compliance with adopted ordinances, plans, policies, schedules, budgets and approved contracts.
  11. Compile data for and compose capital plan publications; conduct research regarding CIP issues.
  12. Provide electronic software project tracking, monitoring, and support for assigned CIP Division programs, including capital, funding, contracting, and construction projects. This tracking will be accomplished using a mix of spreadsheets, ProCore, and other software.
  13. Participate in the development and administration of assigned budget; forecast funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
  14. Coordinate CIP program activities with those of other City divisions and agencies, and outside agencies and organizations; coordinate and conduct public meetings.
  15. Provide project management for architectural and engineering design and construction projects as needed.

SUPPLEMENTAL FUNCTIONS:
  1. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of capital improvements.
  2. Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.
Bachelor's degree from an accredited college or university in construction management, engineering, architecture or landscape architecture, public administration or related field; and

Six (6) years of progressively responsible experience in public procurement, contract administration, consultant selection, capital improvement program, public administration, or planning experience; and

To include three (3) years of supervisory experience.

Public speaking experience preferred.

ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.

Possession of a City Operator's Permit (COP) within six (6) months from date of hire.
Working Conditions

Environmental:

Office and field environment; travel from site to site, exposure to computer screens; inclement weather conditions.

Physical:

Essential and supplemental functions may require maintaining physical condition necessary for walking, standing or sitting for prolonged periods of time; operating motorized vehicles.
