- Serves as the Program Security Officer (PSO) and manages and executes all Security policies and Requirements for a Special Access Program (SAP).
- Coordinates with government Counterintelligence activities to characterize, assess and respond to threats to SAP programs. Provide advisory services in industrial Security Program Operations and Security Education.
- Provide oversight of physical and personnel security; identifies, implements, confirms consistent application of organizational measures so that highly sensitive information is protected at all times.
- Detect and prevent insider threats; Analyzes program risks and develops, and implements program risk mitigations.
- Directs and coordinates activities of Subordinate Government SAP Security Officers and Contractor Program Security Officers.

- Requires travel away from their normal duty station to other locations within the continental United States (CONUS) and/or other locations outside the continental United States (OCONUS) up to 25 percent of the time.
- Required to meet certification requirements of the Security Professional Education Development (SPeD) Program.
QualificationsIn order to qualify for this position, you must meet the requirements described below.
Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as:
Experience coordinating with stakeholders to identify and respond to threats AND experience managing physical and personnel security within an organization.Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

- This position has been identified as a Defense Security Position (DSP) in accordance with Department of Defense (DoD) Manual 3305.13-M, "DoD Security Accreditation and Certification" and selectees will be required to meet the certification requirements of the Security Professional Education Development (SPeD) program. As such, the individual selected for this position must obtain and/or maintain a Security Fundamentals Professional Certification (SFPC). Upon appointment to this position selectees will have two years to meet the applicable SPeD certification requirements and will be required to sign a statement acknowledging the SFPC requirements and agreeing to permit the DoD to access and monitor the certification qualifications associated with this position. - PPP Application Based Preference Eligibles (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration at the full performance level only.
