Summary

The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables the U.S. Department of Labor to perform its mission. OASAM provides leadership and support for information technology, human resources management, procurement, business operations, safety and health, space management, civil rights, emergency management, security, budget, and performance.

Duties

This position is in the Division of Staffing, assigned to the Boston Service Center, within the Office of Human Resources (OHR), OASAM. The employee serves as a Section Chief, responsible for performing duties that include, but are not limited to, the following:

  • Advises management on recruitment strategies, sources, and special programs.
  • Provides guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria.
  • Identifies recurring functions, programs, rules, transactions and operational requirements to support OHR business functions.
  • Assists in developing short and long-range staffing plans to meet mission requirements, human capital losses, and changes in critical competencies.
  • Communicates with managers, supervisors and technical staff within DOL agencies at the Regional and National level about technical matters to explain and defend controversial and unpopular decisions.
  • Works with Human Resources leaders in providing effective and efficient human resources management program to OASAM/OHR client organizations.
  • Plans, develops, manages, implements and administers effective human resource management (HRM) consulting program for workforce shaping and recruitment efforts.
  • Uses analytical skills to evaluate, draw conclusions, develop multiple solutions and develop and present rationale for recommendations and decisions.
  • Plans work to be accomplished by subordinates, setting and adjusting priorities.
  • Evaluates work performance of subordinates, provides advice or instructions on work and administrative matters, and effects disciplinary measures as needed.

Qualifications

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

To qualify for this GS-201-14, applicants must meet all of the following examples of specialized experience:

  • Experience providing advice and consultation on comprehensive Federal HR staffing and recruitment matters to ensure appropriate application of Federal staffing rules, regulations, procedures, and policies for a variety of Title 5 bargaining and non-bargaining unit positions.
  • Experience coaching, guiding, and advising subordinate staff, team members, or other employees to develop their skills and competencies within an HR discipline.
  • Experience processing Federal personnel actions (e.g. accessions, promotions, reassignments, and changes to lower grade) to ensure accurate and timely execution using automated HR systems or services.
