HGA is seeking an experienced Project Engineer or Project Manager to serve in a seconded Owner's Representative role supporting a large-scale energy infrastructure program. This role will support either pipeline or facilities scope (or both, as needed) and will be embedded with the owner's project team, working closely with engineering, construction, procurement, and commercial stakeholders.
The assignment is initially expected to be a minimum of six (6) months, with potential extension based on project needs and internal resource availability.
Key ResponsibilitiesProject Management & Owner's Representation
- Act as Owner's Representative for major pipeline and/or facilities projects, providing day?to?day project oversight and coordination.
- Support execution of engineering, procurement, and construction (EPC) activities to ensure schedule, cost, and quality objectives are met.
- Coordinate closely with internal engineering teams, external engineering consultants, contractors, and vendors.
- Track project progress, identify risks, and recommend mitigation strategies.
Pipeline & Facilities Execution
- Support pipeline engineering and construction activities across multiple project phases, totaling approximately 130 miles.
- Coordinate project interfaces related to fabrication, materials, and construction sequencing.
- Monitor survey and right-of-way (ROW) progress and identify when supplemental resources may be required.
- Support facilities planning, including layout, location, and strategy considerations that may impact total installed cost (TIC).
Engineering & Technical Oversight
- Review engineering deliverables for compliance with project requirements, applicable codes, and industry best practices.
- Provide technical input on pipeline, facilities, and material selection considerations, including H2S and non-H2S systems.
- Assist with evaluation of RFPs, contractor proposals, and change requests.
Schedule, Cost & Reporting
- Support development and maintenance of project schedules and cost forecasts.
- Assist with TIC tracking and reporting and understand how strategic decisions impact project costs.
- Prepare and present clear project status updates to leadership.
Field & Site Support
- Spend significant time on-site during construction to support execution, resolve issues, and monitor progress.
- Coordinate with construction teams to ensure alignment with project plans and safety expectations.
Required Qualifications- Experience as a Project Engineer, Project Manager, or Owner's Representative on pipeline and/or facilities projects.
- Strong understanding of engineering design, project management, and construction execution for energy infrastructure projects.
- Ability to work effectively in a fast-paced, owner-side environment with evolving project scope.
- Strong communication, coordination, and problem-solving skills.
- Willingness and ability to commit to 40 hours per week, with substantial time spent in the HGA office and on-site during construction.
- No degree required; experience and capability are the primary qualifications.
Preferred Experience- Experience supporting large-scale pipeline or facilities capital projects.
- Familiarity with multi-phase project execution and contractor coordination.
- Prior experience seconded into an owner's project team environment.
