Scrum Master
ROLE OVERVIEW

Red Arch Solutions is seeking a highly skilled Scrum Master to drive Agile software development processes for an enterprise metadata and data tagging initiative supporting the Defense Intelligence Agency (DIA).
Working closely with the Program Management Office and technical leads, the Scrum Master will provide operational leadership to cross-functional teams focused on Data Engineering and DevSecOps. The ideal candidate will seamlessly integrate Agile methodologies into secure federal environments, ensuring efficient delivery of automated metadata capabilities and continuous CI/CD pipeline enhancements.

KEY RESPONSIBILITIES
  • Agile Governance: Champion Agile methodologies across the software development lifecycle (SDLC). Facilitate Agile ceremonies including daily stand-ups, sprint planning, sprint reviews, and retrospectives
  • Workflow Management: Implement and manage Agile development processes by tracking Data Engineering Epics, User Stories, and tasks in a Sprint-based workflow using DIA DevSecOps tools (e.g., Gitlab, JIRA, Confluence).
  • Cross-Functional Coordination: Partner with technical teams, including Cybersecurity Systems Engineers, to track task statuses, gather estimates, and streamline the delivery of technical solutions
  • Pipeline Support: Assist technical teams in maintaining automated CI/CD pipelines, supporting build/test workflows, and ensuring environment promotion procedures align with Agile delivery goals.
  • Continuous Improvement: Actively identify and remove impediments, fostering an environment of continuous improvement, collaborative problem-solving, and quality assurance.


REQUIRED QUALIFICATIONS
  • Clearance: Active, current Top Secret / SCI with Polygraph is mandatory.
  • Experience: 12+ years of experience leading Agile development teams, with specific experience in complex IT, software development, or data modernization programs within the DoD or IC.
  • Technical Literacy: Strong proficiency with Agile lifecycle management tools (Gitlab, JIRA, Confluence) and a firm understanding of DevSecOps practices and CI/CD pipelines
  • Certification: Current Scrum Master Certification is required; SaFe Agilist Certification highly favorable.
DESIRED SKILLS & FRAMEWORKS
  • Scrum Alliance Certified Agile Leadership (CAL), Certified ScrumMaster (CSM), or SAFe Agilist credentials.
  • Education: Bachelor's degree in a technical or business discipline (a Master's or MBA is highly favorable and can substitute for years of experience).
  • Experience integrating Agile practices with Risk Management Framework (RMF) or secure government development environments
  • Excellent facilitation, communication, and organizational skills tailored for technical audiences and government stakeholders.

Salary for this position $165,000-190,000 #CJ
