Summary

You will serve as a Scientist in the SPECIAL OPERATIONS FORCES EW BRANCH, EXPEDITIONARY ELECTROMAGNETIC WARFARE DIVISION, RAPID MISSION INTEGRATION & INTEROPERABILITY DEPARTMENT of NAVAL SURFACE WARFARE CENTER.

This position is part of the Warfare Centers Personnel Demonstration Project.

The ND-04 pay band encompasses positions equivalent to the GS-12/13

Duties

Help

  • You will support planning, coordination, scheduling, and direction of all ECM and C-UAS testing.
  • You will support PMCP's ECM, CUxS, and EOD testing operations, equipment, and team integration.
  • You will direct test team of personnel assigned at the ATF, providing day to day direction.
  • You will plan, program, and execute ATF test resources and funding.
  • You will develop and publish test results.
  • You will serve as NMF and TMF Technical Point of Contact (TPOC) for specific ECM and C-UAS requirements and threat management processes.
  • You will coordinate, deconflict, and manage ECM and C-UAS test efforts executed by or through independent test organizations.
  • You will coordinate with and sustain support to EOD, Render Safe Electronics (RSE) site, and testing and training facilities/activities, as required.
  • You will serve as PMCP's lead for Aberdeen Training Facility (ATF) testing operations, equipment accountability, and test/logistical support team integration.
  • You will coordinate software and load set sustainment and testing of fielded ECM capabilities.
  • You will execute other duties as assigned by Expeditionary EMW Division or Program Manager Counter Proliferation.

  • This is a Cyberspace Workforce position, work role code 671, proficiency level intermediate the incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Qualifications

In Addition to the basic education requirements:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional scientist research and developing projects involving advanced technologies for use in eliminating mission gaps, challenges, and issues that may arise with an organization.

Education

Basic Education Requirements:

Successful completion of a bachelor's or higher degree in operations research.

OR

Successful completion of a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Completion of a Ph.D. or equivalent doctoral degree

This position is covered by the Department of Defense Priority Placement Program.
