JOB SUMMARY

The candidate shall provide expert engineering advice and assistance to the 412 EWG/JSE in the Scientist and Engineer field comprised of Analysts, Engineers, and Scientists with knowledge and skills to apply a variety of analytical techniques to formulate and solve problems; plan for future technologies; conduct research and development; and define requirements for systems.

ROLES AND RESPONSIBILITIES
  • The primary purpose of this position is to serve as an Information System Security Officer (ISSO) for the 412th Test Wing Electronic Warfare Group Joint Simulation Environment. This position supports a single or multiple 412 Test Wing/Air Force Test Center RDT&E organizations in the management and integration of special access program, information security, operation security and acquisition security programs.
  • Provide highly unique electronic warfare, systems engineering information, systems security officer duties to effectively plan and execute the Joint Simulation Environment (JSE) project.
  • Function independently and may oversee the effort of less senior staff and/or be responsible for the efforts of all staff assigned to the JSE project.
  • Provide strategic advice and technical guidance to project leadership and staff for optimizing the development of JSE.
  • This position will be required to obtain and maintain a DOD Security + Certification as a condition of employment. The Department of Defense fundamentals professional certification is required within six months of employment in accordance with DOD 3305.13-M, DOD Security Accreditation and Certification.
  • Knowledge of Automated Information System (AIS) and Information Assurance (IA) requirements to include practices, procedures, DoD and NSA regulatory requirement applicable to the performance of a full range of information assurance, computer security and automated information systems management responsibilities with particular emphasis on management of Special Access Programs (SAP) and sensitive Compartmented Information (SCI) programs, primarily DoDM 5205.07, Vols. 1-4, DoD SAP manuals, Intelligence Community Directives (ICD) and Department of Defense 8570.01-M, Information Workforce Improvement Program Manual.
  • Knowledge of Risk Management Framework (RMF) technical writing and project management of system security plans and Certification and Accreditation (C&A) documentation and processes.
  • Knowledge of government approved software tools used to identify and test key security control points of information systems and applications.
  • Skill in writing systems security plans, certification and accreditation packages, test plans, operation instructions and program procedures.
  • Ability to evaluate and implement multi-operating levels AIS physical, emissions, communications, and operational security requirements.
  • Ability to research, interpret complex guidance, regulations, laws and policies related to information assurance.
  • Provide strategic advice and support formulating, generating, reviewing, recommending improvements, statements of work and other acquisition documentation. Conduct fact-finding studies and surveys to collect and analyze data to provide advice and recommend solutions associated with the overall acquisition strategy in support of JSE stakeholders to include JSE partners.
  • Provide systems engineering support in the following areas:
  • Concept exploration/definition, technology prototype development, technology and market surveys.
  • Requirements definition, validation, verification, refinement, functional analysis and allocation decomposition and tracking.
  • Technical and acquisition documentation development and support.
  • Project managers SE process flow tool development.
  • Technical reviews.
  • Risk management.
  • Integration planning and engineering.
  • Technical coordination with suppliers, other support contractors, AFTC staff organizations and functional, and other government organizations.
  • Methodology development and validation.
  • Data process definition.
  • Analysis tools development and implementation.
  • Improvement of operations analysis procedures.
  • Review and optimization of design documentation, functional flow diagrams, software requirements, and other information to assure system concepts, architecture, and approach to meet systems requirements.
  • Identify the requirements and specifications for hardware, software or equipment.
  • Develop/update/review system requirements documents and specifications.
  • Create or update development plan, project management plans as necessary.
  • Assess and evaluates technology, intelligence, and engineering options available from existing and new developments.

EDUCATION AND EXPERIENCE
  • At least 5 years related experience required.
  • Bachelor's degree, or 4 years of experience.

SECURITY CLEARANCE AND OTHER REQUIREMENTS
  • Must have the ability to obtain an active U.S. TOP SECRET security clearance and be subject to a government security investigation.
  • MUST BE ABLE TO OBTAIN/MAINTAIN SPECIAL ACCESS PROGRAM AND SENSITIVE COMPARTMENTED INFORMATION ACCESS ELIGIBILITY.
  • Driving or renting a car for company business is expected with some frequency. For insurance purposes, a valid driver's license is required.

PHYSICAL REQUIREMENTS
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.

TRAVEL REQUIRED
  • Occasional travel - You may be expected to travel for this position for meetings, trainings, and/or site visits.


Salary Description

$120,000 - $125,000
