Join the Higher Education Coordinating Commission's Office of Student Access and Completion (OSAC) team as a Scholarship Portfolio Coordinator (Program Analyst 2).

This is a full-time, permanent position, headquartered at HECC's Salem Office and represented by SEIU. The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely. Currently, OSAC has a 1-day minimum in office for most positions, which is subject to change to meet position and operational needs.

What You Will Be Doing

This position delivers equitable, consistent support to applicants and recipients across multiple scholarship programs. It coordinates daily operations, explains program guidelines, and manages award disbursements while upholding principles of equity and access. The role collaborates closely with partners, colleges, donors, and team members to ensure accurate service delivery, transparent program administration, and effective stewardship of scholarship funds.

The Work at a Glance
  • Coordinates, plans, manages, and administers an assigned portfolio of scholarship programs, including awarding, disbursing, reconciling, and accounting for funds.
  • Responds to questions, requests, and concerns from current and prospective students to the assigned portfolio, providing accurate information regarding program requirements, timelines, and award processes.
  • Evaluates and interprets program agreement criteria to identify eligible students for each assigned scholarship fund.
  • Independently assesses, evaluates, and determines a student's eligibility, petition, appeal, or request for rescinding or reinstating an award, applying criteria consistently and with awareness of potential bias. Seeks manager input when appropriate.
  • Coordinates the processes for awarding, disbursing, returning of funds, and accounting for all assigned programs; verifies account balances; reconciles discrepancies; and prepares, tracks, and ensures the transfer of related administrative charges.
  • Communicates with students, partners, and Financial Aid personnel at colleges and universities regarding the disbursement of awards and the requirements associated with each program.
  • Maintains accurate records and history of awards, disbursements, and returns for each program and creates fiscal projections for assigned programs.
  • Reviews and verifies funds requested and returned for each program in portfolio, ensuring accurate reconciliation of assigned programs.
  • Provides customer service; coordinates application process; sets up and updates user accounts in portal; supports students, parents, partners, and staff.
  • Sets up and conducts processing and reviewing of applications; troubleshoots review process to ensure successful submissions. Conducts review of transcripts for applications.


This position is required to either possess and maintain a valid driver's license by the state of residence or provide an acceptable mode of alternative transportation, in order to travel to required training and meetings.

What We Need (Minimum Qualifications)

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Economics, Accounting or related degree that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program
OR
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
