The St. Johns County Utility Department is responsible maintaining 65,000+ service connections across the entire county, consisting of Potable Water, Wastewater and Reuse Water.

Employees work in a team-oriented environment in a variety of divisions with two common goals in mind: to provide the best services to our citizens and to be the best public utility in North Florida. The position will manage the Utility SCADA Division and reports to the Assistant Director of Utility Operations. The SCADA Division oversees the day-to-day operations of the Utility Department Operations. The work consists of varied SCADA administration duties. The variety and number of components to be maintained contribute to the complexity of the position. The purpose of this position is to administer SCADA system operations. Success in this position contributes to the provision of the utility services to area residents.

This position is responsible for the administration of the Supervisory Controls and Data Acquisition (SCADA) system.

ESSENTIAL RESPONSIBILITIES

• Supervises, directs, plans, schedules, assigns and coordinates the activities of the assigned personnel performing installation, programming, and maintenance of utility SCADA, instrumentation and controls, Human Machine Interface (HMI), and security systems. Makes personnel action recommendations in regard to evaluations, discipline, retention and dismissal.
• Promotes teamwork and continuous improvement within the work group, as well as coordination and cooperation with other work groups, divisions, and departments.
• Ensures that all safety procedures, guidelines, documentation, and records are well maintained and current. Enforces departmental rules and regulations; enforces utility SCADA personnel safety policies and procedures. Conducts and attends safety training and administrative meetings.
• Coordinates and tracks technical training and certifications for SCADA staff.
• Supervises the installation, programming, integration, operation and maintenance of various types of specialized SCADA network, PLC, Radio Telemetry, communications, instrumentation and control, HMI and other related equipment. Supervises all departmental maintenance and repair duties as needed. Maintains division supplies and materials; purchases supplies and materials as needed.
• Reviews and prepares SCADA department budgets.
• Performs field visits to check on work in progress and attends meetings with administration and management to discuss schedules and workload.
• Monitors new technology for ideas to reduce cost, improve efficiencies, and increases equipment up time.
• Prepares project cost estimates, orders, or requisitions material and equipment to facilitate repairs and preventive maintenance and assigned projects.
• Reviews engineering designs and makes recommendations to ensure proper integration, efficiency, system operation, cost-effectiveness and long-term maintenance of assets.
• Develops long and short-range plans for SCADA system development and upgrades, including comprehensive system master plans and technical standards.
• Develops, improves, implements, and maintains division's Preventive Maintenance Program.
• Reviews and performs contract management on contracts pertaining to maintenance and equipment.
• Coordinates engineering, integration, and start up activities for utility SCADA, instrumentation and controls, and security systems.
• Oversees and develops custom graphic control displays; historical data reporting; process control programing script and created custom data trend reports.
• Provides technical assistance to engineering and operations divisions for collection, analysis, and interpretation of SCADA data.
• Maintains accurate and complete records.
• Provides support for equipment and program start up activities.
• Tracks and records employee work, sick and vacation time and approves bi-weekly time sheets.
• Responds to and resolves customer concerns and questions, including after-hour emergencies.
• Maintains a full-time presence on the job.
• Performs other duties as assigned.

ESSENTIAL REQUIREMENTS

• High school diploma or equivalent recognized certification.
• Completion of a two (2) year technical or vocational program or certifications in related technology, software, or electrical trades and ten (10) years of journeyman experience in the integration, programing, maintenance and repair utility SCADA systems or related Information Technology (IT)/Operational Technology (OT)equipment; OR twelve (12) years of journeyman experience in the integration, programing, maintenance and repair utility SCADA systems or related IT/OT equipment.
• Minimum four (4) years of experience working in a team leader or supervisory role planning, scheduling, and analyzing manpower, materials, and equipment requirements.
• Completion of County training course work required under the Utility SCADA Manager Program, including Leadership courses, or demonstration of equivalent training and proficiency.
• Possess and maintain a valid Florida Driver's License and any other endorsements necessary to legally operate vehicles used while assigned to this position.
• Must possess and maintain a valid Florida driver license.
• Must possess good interpersonal and communication skills to serve others.
• Must be able to comprehend, speak and write the English language.
• Must be able to operate a computer and job-related software programs.

ESSENTIAL SKILLS

• Knowledge of principles and practices of effective administration and supervision.

• Knowledge of county purchasing policies and procedures.
• Skill in the interpretation and understanding of complex technical manuals on water or wastewater construction, operation and maintenance, troubleshooting, blueprints, and schematics.
• Skill in the analysis of problems and the development and implementation of solutions.
• Skill and ability to manage, assign, supervise, and evaluate the work of assigned personnel, budget, short term/long term scheduling, and administrative systems.
• Skill and ability to utilize job related tools, software applications, and computer programming.
• Ability to establish and maintain effective working relationships with others.
• Ability to perform technical computations, analyze data, and prepare and submit clear and concise reports based on findings.

• Working Conditions: Work has some exposure to environmental changes (e.g., outdoor weather and/or field conditions, warehouses, garages, etc.) or irate customers, extreme noises, odors, heights and/or dust.
• Risk/Safety Conditions: This position has some exposure or risk to physical health and/or physical safety (e.g., exposure to environmentally hazardous material, assault and battery, heavy equipment, communicable diseases, etc.). This position may require the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations or clearances.
