Full Job Description
Position Overview: This position is for as a SAFe Lead / Senior Program Analyst. The SAFe Lead serves as the technical deputy to the Program Manager and the primary driver of SAFe maturation across a USMC Program office to include agile teams and Agile Release Trains (ARTs). This individual bridges the gap between traditional DoW acquisition processes and the Scaled Agile Framework, ensuring that SAFe practices accelerate capability delivery rather than creating process overhead, while also producing key PMO reporting products that Marine Corps leadership relies on for decision-making.

Job Type: Full-time/Exempt

Clearance: Secret (TS/SCI eligible preferred)

Location: On-Site, Stafford, VA

Anticipated Start Date: September 2026

Position Responsibilities:
  • Facilitate program interval (PI) planning events: logistics, breakout sessions, dependency boards, team commitment capture, and consolidation of PI objectives into the program-level roadmap
  • Track feature and capability progress against PI commitments between planning events; identify at-risk items early and recommend corrective actions to the Release Train Engineer (RTE) and Program Manager
  • Maintain ART-level backlogs in coordination with Product Owners, ensuring priorities flow from portfolio-level Roadmap Epics through capability-level features to team-level stories
  • Track and report DevSecOps metrics: release cadence, CI/CD pipeline health, deployment frequency, lead time, and change failure rate across the CHE/RAISE platform and TDOL/OCP pipeline
  • Produce ART sync metrics: velocity trends, feature completion rates, impediment aging
  • Prepare weekly Sit-Reps, Program Management Review (PMR) briefing packages, and Roadmap Epic status reports
  • Coach government and contractor team members on SAFe practices, backlog refinement, story writing, and agile estimation
  • Help teams not yet integrated into PI planning begin participating
  • Adapt SAFe ceremonies to the program's operational rhythm - pragmatic, not dogmatic
  • Support Risk, Issues, Opportunities (RIO) database maintenance and quarterly Risk Board facilitation
  • Develop and maintain the program Integrated Master Schedule (IMS)


Requirements

  • 10+ years of DoW acquisition planning and program analysis experience
  • SAFe Program Consultant (SPC) or SAFe Agilist (SA) certification (current)
  • PMP certification (current) or DAWIA certification in applicable functional area (Program Management, Engineering, or Business)
  • Active Secret clearance (TS/SCI preferred)
  • Demonstrated experience supporting SAFe implementations in DoW or government acquisition environments - not just commercial agile, but SAFe applied to defense programs with compliance requirements, documentation burdens, and cross-program dependencies
  • Experience with DevSecOps metrics, CI/CD pipeline reporting, and software delivery health tracking
  • Proficiency in developing IMS, PMR packages, and executive briefings for senior government leadership

Preferred Skills/Experience:
  • SAFe Release Train Engineer (RTE) certification
  • Experience with the MAGTF C2 / AC2SN / PM C2S portfolio at the programmatic level
  • Understanding of MAGTF C2 capability portfolio management and the transition from system-centric to capability-centric acquisition
  • Experience with Jira, Rally, or equivalent agile management tools in a DoW environment
  • Power BI or equivalent data visualization skills for DevSecOps dashboards
  • Former USMC officer or civilian with fleet MAGTF experience
