The MO HealthNet Division has an opening for a Program Manager within the Rural Health Transformation Office Unit located in Cole County.

Semi-monthly salary: The current rate for this position is $3,474.91. Individual(s) selected for this position may receive a higher rate based on a pay differential (e.g. shift, or time-of-service pay).

Annual Salary: $83,398.00

Job Location: This position is located at the Howerton State Office Building; 615 Howerton Court, Jefferson City, MO. All internal promotional applicants are encouraged to apply as there may be alternate office space available.

The RHTO Program Manager for the Rural Health Workforce Programs initiative of the Rural Health Transformation Program (RHTP) will provide the day-to-day leadership and operational oversight required to deliver a critical component of Missouri's RHTP. Reporting directly to the RHTP Director, this role will serve as a core member of the newly established Rural Healthcare Transformation Office (RHTO). The RHTO is Missouri's central coordinating team, responsible for driving strategy, governance, performance management, and capability building across the five-year, statewide program.

The Program Manager will serve as the accountable owner for the Rural Health Workforce Programs initiative, translating strategic goals into measurable impact. The initiative includes, but is not limited to, five linked sub-initiatives: Early Healthcare Workforce Pathways, Maternal Health Workforce Expansion, Medical School Clerkship Expansion, Coordinated Investment in EMS, and Workforce Retention and Enablers, among others. The Program Manager will define and drive the full implementation roadmap across this portfolio, coordinating execution across state agencies, rural providers, associations, educational institutions, EMS partners, and other delivery partners while proactively managing risks and dependencies. Through disciplined oversight of timelines, budgets, and performance, the Program Manager will ensure that workforce sub-initiatives are delivered efficiently, effectively, and in alignment with program-wide objectives.
  • Define the comprehensive implementation roadmap for the Rural Health Workforce Programs initiative across all sub-initiatives, including detailed design, sequencing, and execution within the approved scope and timelines.
  • Drive day-to-day execution across Early Healthcare Workforce Pathways, Maternal Health Workforce Expansion, Medical School Clerkship Expansion, Coordinated Investment in EMS, and Workforce Retention and Enablers
  • Coordinate activities across the Department of Social Services, Department of Health and Senior Services, Department of Higher Education and Workforce Development, Department of Elementary and Secondary Education, Department of Mental Health, rural providers, healthcare associations, educational institutions, EMS partners, and other delivery partners.
  • Coordinate development and launch of workforce-related program materials and funding pathways, including scopes of work, Notices of Funding Opportunity (NOFOs), Requests for Proposals (RFPs), award criteria, training requirements, implementation guides, and partner onboarding materials.
  • Support design and rollout of specific workforce programs including, but not limited to, rural Career and Technical Education (CTE) expansion, Certified Nurse Midwife (CNM), doula, perinatal Community Health Worker (CHW), and perinatal home visitor training pathways, medical clerkship expansion, EMS regional pilot programs, and retention supports such as childcare and housing initiatives.
  • Collaborate with the RHTO Grant Fiscal Manager and RHTO Grant Program Manager to develop and monitor an initiative-wide budget, ensuring resources are deployed efficiently and in compliance with program guidelines.
  • Monitor overall progress against the roadmap, identifying emerging risks and roadblocks and proactively mobilizing resources to mitigate them, including issues related to curriculum readiness, training-site availability, certification pathways, partner contracting, and rural implementation capacity.
  • Establish and track initiative performance measures and milestones, including workforce participation, site launches, program completions, regional coverage, EMS optimization, retention-related metrics, and progress toward statewide workforce goals.
  • Provide transparent, data-driven updates to RHTO leadership on initiative performance, milestones, and risks, surfacing dependencies and decision points early to enable timely escalation and resolution.
  • Lead partner and vendor sourcing efforts, including developing and managing RFPs and NOFOs, reviewing proposals, and coordinating with training providers, academic institutions, associations, and technical assistance partners.
  • Support problem resolution by identifying issues, helping remove roadblocks, and coordinating with teams to keep work moving forward.
  • Coordinate across stakeholders by maintaining communication, aligning priorities, and supporting steady progress against timelines and deliverables.

Minimum Qualifications:
  • Bachelor's degree, 5-7 years of relevant experience, preferably in workforce development, rural health, public or population health, health professions education, healthcare training programs, or a related government or social services field.
  • Demonstrated ability to manage complex, multi-stakeholder initiatives from planning through execution.
  • Strong working knowledge of project management principles, including workplan development, risk management, and milestone tracking.

Preferred Qualifications:

The person in this position should have the ability to work independently, be a team player, and have great time management skills. Experience with Medicaid, Medicare, Health Insurance, or Medical Billing a bonus. Ability to interpret and apply policies and procedures. Good analytical skills with attention to detail.
