Job Description

The Railroad Commission of Texas is seeking a manager for its Environmental Permits and Support (EPS) Unit in the Oil & Gas Division. The EPS Unit is responsible for most of the Railroad Commission's oil and gas surface waste management regulation for the protection of freshwater resources and the prevention of pollution, including the environmental protection rules in 16 Texas Administrative Code Chapter 4, Subchapter A, the commercial recycling rules in Subchapter B, and the oil and gas naturally occurring radioactive material (NORM) rules in Subchapter F.

The EPS Unit has a staff of 21 people in three teams: the Permitting Team, which conducts technical and substantive evaluations of waste management permit applications; the Compliance Team, which assesses permit compliance and enforcement; and the Support Team, which processes administrative permits that do not require technical analysis, such as waste hauler permits, and performs other critical support functions for the unit. The EPS Unit Manager directly oversees the work of the Permitting and Compliance Team Managers, the Support Team Leader, and Support Team members. The Permitting and Compliance Team Managers directly oversee their team members' work. The EPS Unit Manager coordinates the flow of information, resources, and support among the teams to ensure the unit's efficiency and effectiveness.

Oversees the planning, daily operations, management, and administration of the EPS Unit, which is one of the six business units in the Technical Permitting Section of the Oil and Gas Division. Works closely with the Assistant Director of Technical Permitting to provide direction and resources to unit staff to fulfill regulatory obligations. Directly oversees the Unit's support functions, including program management, data analysis, and performance metric maintenance. The Unit manager supervises a multidisciplinary team of professionals with backgrounds in various earth science, engineering, and geoscience fields, as well as support staff. Responsible for the implementation of rules, policies, and procedures. Assists with scoping and developing requirements for information systems design.

Performs advanced (seniorlevel) managerial work administering the daily operations and activities of the EPS Unit, including oversight of the managers of the Permitting and Compliance Teams. Work involves establishing goals and objectives; developing guidelines, procedures, rules, and regulations; developing schedules, priorities, and standards to achieve established goals; coordinating and evaluating the EPS Unit's activities; developing and evaluating budget requests; and monitoring budget expenditures. Plans, assigns, and supervises the work of others. Works under the supervision of the Assistant Director for Technical Permitting, with considerable latitude for the use of initiative and independent judgment.

Essential Job Duties

  • Manages the activities of the EPS Unit.
  • Monitors the workload, flow, and pace of work throughout the EPS Unit and judiciously adjusts the staffing assignments as necessary to maintain performance measures and quality expectations.
  • Develops the annual EPS Unit budget, tracks monthly budget expenditures, and adjusts budgeted expenditures accordingly.
  • Facilitates and coordinates the flow of information and services between the Permitting and Compliance Teams and other entities to support the EPS Unit's and the Commission's performance goals.
  • Coordinates and collaborates with the Information Technology Services Division to ensure EPS is adequately represented and resourced, particularly in the development of new ITS resources and data systems.
  • Identifies, prioritizes, and executes knowledgetransfer opportunities, including guidance and web resource development, to help stakeholders better understand the Commission's rules and the EPS Unit's processes and procedures.
  • Ensures staff are adequately trained, develops training plans, and utilizes the Commission's professional development resources, as well as identifying and accessing other opportunities.
  • Assists with legislative bill review and analysis for relevant bills as assigned.
  • Oversees the preparation of management and productivity reports and studies, including the preparation, review, and analysis of legislated performance measures.
  • Represents the EPS Unit at meetings, hearings, trials, conferences, and seminars or on boards, panels, and committees.
  • Promotes the knowledge of data analytics and geographic information systems capabilities among staff.
  • Establishes individual and Unit goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and manages evaluation activities.
  • Identifies areas of needed change and makes recommendations to improve operations.
  • Selects, trains, and evaluates staff job performance.
  • Performs related work as assigned.

Minimum Qualifications

  • Graduation from an accredited fouryear college or university with a B.S. in Engineering, Geoscience, Environmental Science, or a related field.
  • Three years of experience in the management of a business function, division, or department relevant to the assignment.
  • Valid Texas Driver's license and a good driving record.
  • Experience and education may be substituted on a yearforyear basis.

Preferred Qualifications

  • Five years of experience in the management of a business function, division, or department relevant to the assignment.
  • Demonstrated experience in crossfunctional leadership, management alignment, and complex problem solving.
  • Experience in the waste management or oil and gas industries, waste management or oil and gas regulatory functions, and Railroad Commission rules and procedures.
  • Knowledge of Texas Administrative Code, Title 16, Chapters 1, 3 and 4; knowledge of the Texas Natural Resources Code, Title 3; knowledge of the Texas Water Code, Chapters 26 and 29.
  • Experience in the management and evaluation of technical and administrative staff.
  • Registration as a Professional Engineer (PE) or Professional Geoscientist (PG).


Knowledge/Skills/Abilities

  • Ability to manage EPS Unit activities: to establish goals and objectives; to devise solutions to administrative and technical problems; to develop and evaluate administrative policies and procedures; to prepare reports; and to plan, assign, and supervise the work of others.
  • Ability to present technical material to a wide variety of audiences, including the regulated industry, state and federal agencies, and the public.
  • Skill in effective oral and written communication.
  • Skill in giving presentations to audiences from 10 to 200 people.
  • Knowledge of state and federal statutes and regulations relevant to oil and gas surface waste management, including the Texas Administrative Code, Title 16, Chapters 1, 3, and 4; Texas Natural Resources Code, Title 3; and Texas Water Code, Chapters 26 and 29.
  • Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Skill in operating computers and applicable computer software.
  • Ability to work effectively on a team, both as a leader and as a member.


Physical Requirements

The physical requirements described here are representative of those that an employee must meet to successfully perform the essential functions of this job.

Ability to reach high and low; open, close, and retrieve files from file cabinets as well as operate the computer keyboard and appropriate office equipment. Must walk/stand for considerable amounts of time. Must use sense of smell; must also have visual acuity, depth perception, and the ability to discern colors.

Miscellaneous Requirements:
  • Ability to work MondayFriday, 8 AM 5 PM with occasional flexible hours, overtime, and weekends.
  • Position requires occasional overnight travel.

Primarily indoors with heating and cooling regulated in a general office environment; the noise level in the work environment ranges from low to moderate.

Additional Information

Work Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules may be discussed with the hiring manager during the interview process.
