Job DescriptionThe Critical Infrastructure Division of the Railroad Commission of Texas (RRC) seeks an experienced leader to serve as a Director of Administrative Compliance for the Critical Infrastructure Division (CID) Headquarters located in Austin, TX. This position is responsible for ensuring compliance with the filing requirements of entities subject to state laws and regulations. As the Director of the compliance and reporting functions in Austin, you will be responsible for performing highly advanced (seniorlevel) managerial work, providing direction and guidance in strategic operations and planning. Work involves carrying out the strategic plan, setting goals and objectives, communicating and collaborating with other RRC divisions, Field Operations, other state agencies, and the regulated industries, developing policies and procedures, managing priorities, standards, and measurement tools (KPIs) for determining progress in meeting goals, coordinating, and evaluating program activities and business functions for the Critical Infrastructure Division (CID), and reviewing/approving/monitoring budgets and expenditures. The Director will also coordinate with RRC Field Operations to ensure alignment between headquarters directives and ontheground compliance, inspection, and enforcement activities conducted by field staff across the state. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
Essential Job Duties - Oversee the enforcement, preparedness, and readiness of relevant state statutes and agency regulations.
- Manages programs, personnel, and operations; and develops strategic solutions to improve operational effectiveness and efficiency.
- Monitors, reviews, and evaluates management programs to ensure effective and efficient personnel operations and financial allocations.
- Review existing business processes for opportunities to improve and implement necessary changes to meet strategic objectives and state/federal requirements.
- Leads leadership and mentoring programs with staff and identifies professional development and training needs/opportunities.
- Participates and completes additional assignments to maintain divisional production workflow.
- Will oversee the implementation of changes resulting from new legislation, special investigations, program analyses, research studies, and external and internal audits.
- Drafts, reviews, and implements Standard Operating Procedures, technical manuals, or presentations, and communicates updates to staff.
- Recommends and implements training programs.
- Reviews reports, surveys, issues, complaints, etc., filed within the region relating to Critical Infrastructure.
- Conducts employee performance evaluations, develops personnel performance plans; participates in the hiring process for new employees, and recommends personnel actions as needed.
- Participates and completes additional assignments to maintain production workflow.
- Supervises the work of others.
- Must be able to work in Austin 8:00 AM5:00 PM Monday through Friday with occasional nights and weekends.
- Travel up to 15% for Commission business.
- Other duties as assigned by agency leadership.

Minimum Qualifications - Graduation from an accredited fouryear college or university with a BA/BS and/or major coursework in field(s) relevant to duties.
- Five years or more of professional work experience in a relevant business function.
- Five years of progressive management experience.
- Experience in upstream, midstream, downstream, electricity distribution, or transmission sectors, as well as the energy supply chain.
- Experience in Oil & Gas or pipelinerelated field operations.
- Must have a valid Texas Driver's License and a good driving record.
- Must reside in the city where the job posting is listed or be willing to relocate to that area; paid relocation is not offered.
Preferred Qualifications - Seven to ten years of management experience, preferably within the oil and gas industry.
- Experience in the State of Texas energy regulatory functions, weatherization, critical infrastructure, and natural gas supply chain for power generation.
- Working knowledge of relevant Railroad Commission or Public Utility Commission regulations.
- Demonstrated leadership experience and ability to both develop and motivate direct reports.
Knowledge/Skills/Abilities - Knowledge of local, state, and federal laws and regulations relevant to the Critical Infrastructure Division, and of the principles and practices of public administration and management.
- Skill in forming and maintaining relationships with Commission staff, industry, and other state/federal oversight agencies.
- Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
- Skill in directing, planning the work of, supervising, and motivating others.
- Advanced skill in analyzing and organizing information and devising solutions.
- Skill in the use of computers and applicable software; skill in Office 365 and Data Visualizations software (Power BI).
- Ability to manage business function, division, or department activities; and to devise solutions to problems.
- Ability to develop and evaluate administrative policies and procedures; to prepare reports; and to supervise the work of others.
- Ability to establish goals and objectives.
- Ability to maintain a high degree of efficiency in achieving the unit and division goals by consistent and effective management of staff.
- Ability to present and communicate effectively with clear, timely, and precise verbal and written expressions within the Commission and to the public and regulated industry.
- Ability to present technical material to a wide variety of audiences, including the regulated industry, state and federal agencies, Commissioners, and the public.
- Ability to form collaborative cohort groups amongst other agency departments.

- Ability to take initiative and work independently to achieve goals set by agency leadership.
- Ability to work flexible hours, nights, weekends, and oncall duty.
- Ability to assist in establishing best practices to prepare facilities that provide natural gas services in the electricity supply chain to maintain services in an extreme weather event, and to assist in recommending oversight and compliance standards for those facilities.
- Ability to effect changes and positive morale of the teams managed.
Additional InformationWork Hours and Telework: Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternative schedules for employees, provided they do not adversely affect operations or service levels and standard hours of operation are maintained. The Commission may also offer telework in accordance with the agency's approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
