HGA is seeking a Right of Way Manager to support and grow its Power Business Unit operations throughout Colorado, based in Fort Collins. This position leads right-of-way acquisition, land services, permitting, client support, and project delivery activities, while providing leadership and mentorship to Right of Way personnel across the state. The Right of Way Manager will work closely with clients, project teams, and landowners to ensure successful project execution while supporting the continued growth and development of HGA's Colorado Right of Way team.
Key Responsibilities- Lead and support Right of Way Agents and support personnel across multiple projects and Colorado locations
- Provide mentorship, training, guidance, and performance feedback to team members
- Lead right-of-way acquisition activities, including negotiations for easements, fee purchases, rights of entry, permits, licenses, and other land rights
- Coordinate with project managers, survey, environmental, engineering, GIS, permitting, and legal teams throughout the project lifecycle
- Establish and maintain strong relationships with current and prospective clients
- Generate leads for new staffing opportunities and additional service offerings
- Research, review, and interpret land records, title documents, ownership information, easements, and related property data
- Develop project strategies, schedules, staffing plans, and resource forecasts
- Monitor project progress, schedules, budgets, and deliverables
- Lead negotiations with landowners, public agencies, utilities, and other stakeholders
- Review project documentation, acquisition packages, reports, correspondence, and client deliverables
- Ensure compliance with federal, state, local, and client-specific right-of-way requirements
- Support proposal preparation, project estimating, staffing plans, and business development activities
Required Qualifications- Bachelor's degree in Business, Real Estate, Land Management, Public Administration, Engineering, or a related field; Associate's degree with relevant experience will also be considered
- Minimum of 7 years of experience in right-of-way acquisition, land services, utility, real estate, or infrastructure project support
- Strong knowledge of easement acquisition, title research, permitting, land rights, and property negotiation practices
- Demonstrated ability to lead complex right-of-way acquisition efforts and manage multiple projects simultaneously
- Strong communication, negotiation, conflict resolution, and relationship management skills
- Strong organizational and problem-solving abilities with a customer-focused approach
- Valid driver's license with a satisfactory driving record
- Ability to travel as required to support project and client needs
- Must reside within commuting distance of Fort Collins or Brighton, Colorado, or be willing to relocate
Preferred Qualifications- 10+ years of experience in right-of-way acquisition, land services, utility, real estate, or infrastructure project support
- Previous supervisory, team leadership, project management, or people management experience
- Senior Right of Way Agent (SR/WA) designation through the International Right of Way Association (IRWA)
- Experience supporting electric transmission, electric distribution, renewable energy, telecommunications, transportation, or other infrastructure projects
- Knowledge of Colorado right-of-way regulations and utility industry practices
- Experience managing geographically dispersed projects or teams
- Working knowledge of GIS platforms, land management systems, title research software, and project management tools
- Proven success supporting business development, proposal development, and client relationship management
This position pays in the $90,000 to $120,000 range.
