Full Job Description
Expression is seeking a highly motivated RF Spectrum Analyst to support the maintenance and enhancement of the JSC Equipment Characteristics and Space (JETS) database. The JETS DB is the DoD's authoritative data source for equipment and systems that emit and/or receive Radio Frequency (RF) signals. The role involves data collection, validation, research, and analysis to ensure that records in the database are complete, accurate, and current. It also involves periodic process and database improvement. The ideal candidate will have a background in component-level military RF electronics, database management, and analytical research, with a focus on maintaining data integrity and supporting engineering analysis. This work supports spectrum operations (EMSO), engineering, improving spectrum coordination and deconfliction across the Department of Defense (DoD) and its inter-agency partners.

  • Secret with eligibility for Top Secret Clearance required

Location:
  • Onsite in Fort Meade, MD

Responsibilities:
  • Maintain and enhance a technical parameter-based database through data collection, validation, research and data transfers from other databases.
  • Perform engineering analysis to ensure the accuracy and consistency of database entries.
  • Develop data validations and rule sets.
  • Collaborate with technical teams to populate the database with derived parameters from multiple sources.
  • Use database tools (FoxPro, Access, SQL, MongoDB, etc.) to manage and manipulate large datasets.
  • Record, analyze, and maintain parametric data of military and government spectrum-dependent systems.
  • Generate reports and present findings to Government stakeholders.
  • Maintain configuration management of data sets imported from various sources
  • Coordinate with engineering and operations teams to improve the accuracy and availability of spectrum data.
  • Manage and maintain information on equipment certifications, system allocations, assignments, and spectrum deconfliction.
  • Provide technical support by troubleshooting and resolving database-related issues.
  • Contribute to the ongoing development of the database structure and functionality.
  • DB software user testing

Required Qualifications:
  • Education: Bachelor's degree in Electronics or Electrical Engineering, or related STEM fields. Degree requirements can be waived based upon military experience.
  • Technical Background: Experience with component-level repair, electronics, or electrical systems. Solid understanding of RF and Electro-Optical principles, engineering tools, antenna theory, propagation modelling and cellular theory. Ability to read and interpret an electronic component schematic and perform basic spectrum calculations.
  • Database & Software Skills: Proficiency with Microsoft Office and Sharepoint tools. Experience with PostGreSQL, FoxPro, MS Access, and Mongo databases. Familiarity with SQL, Java Script, JSON, XML data formats. Ability to work with large datasets is a must.

Preferred Qualifications:
  • Technical experience (i.e., designing, manufacturing, repairing) with RF systems (e.g., Radios, Sensors, Jammers).
  • 5+ years of experience as a military electronics technician (or equivalent depending upon the Service). Ideally a depot-level component repair technician.
  • 5+ years of experience in Spectrum Analysis

Additional Information:

This role does not involve hands-on equipment repair. It focuses on database management, data entry, research, and analysis. Preference will be given to candidates with training in electronics and depot-level repair, but specific criteria may be waived based on experience and skills.
