Position DescriptionPosition OverviewReports to - Operations Manager The Resource Manager oversees the efficient allocation and management of resources across the organization, including dispatch operations, procurement, equipment maintenance, and yard and shop operations. This role ensures that projects are adequately supported with the necessary materials, equipment, and logistical coordination, while also managing vendor relationships and cost controls. The ideal candidate is proactive, organized, and experienced in construction operations, with a strong focus on team leadership, operational efficiency, and alignment with company goals.
This role provides oversight of the Dispatch/Resource Coordinator and Assistant Resource Manager functions, ensuring alignment between planning, execution and overall resource strategy.

KEY RESULTS1.Procurement Efficiency & Vendor PartnershipsProcurement systems operate with 100% accuracy in recording transactions, from quotes and orders to receiving, ensuring that discrepancies are immediately identified and resolved. Purchasing decisions consistently deliver "best value" through holistic evaluations of price, lead time, escalation risks, and vendor performance. Vendor relationships are developed into strong partnerships that eliminate errors, reduce costs, and yield reliable, high-quality results.
2. Logistical Coordination & Resource DeploymentResources, including labor, materials, equipment, subcontractors, truckers, and tools, are deployed on time and in alignment with project needs. Internal milestone schedules and pre-planning processes ensure that last-minute requests and disruptions are minimized. Weekly tactical meetings provide transparency and accountability through performance scorecards and discussions focused on continuous improvement.
3. Equipment Management & UtilizationThe equipment fleet is maintained and utilized efficiently, with monthly analysis ensuring upcoming needs are met through rentals, leases, or purchases. Reports on equipment utilization, costs, and maintenance activities are regularly prepared and shared with leadership to drive strategic decisions. Waste and inefficiencies, including standby charges, are minimized through diligent tracking and proactive management.
4. Operational Excellence & Adherence to PlaybooksThe Resource Department operates with adherence to detailed playbooks and policies that guide roles, responsibilities, and performance goals. Systems, including Trello boards and wikis, are optimized to track work progress and resource usage efficiently. Yard, shop, and field operations are organized, safe, and aligned with deliberate schedules and routines that support project performance while controlling costs.
5. Leadership, Safety, & Risk ManagementThe Resource Manager fosters a high-performing, accountable team culture by mentoring staff, delegating effectively, and ensuring backups are in place for all critical functions. Safety policies are consistently enforced across all areas, with regular training and compliance measures in place to reduce risks and maintain a safe working environment.
DUTIES & RESPONSIBILITIES:Dispatch Management- Oversee and ensure effective coordination of daily dispatch of crews, equipment and materials to jobsites.
- Communicate with project managers and supervisors to prioritize resource allocation based on project needs.
- Maintain accurate schedules and logs for dispatch activities to ensure consistent coordination and tracking.
Purchasing & Procurement- Source and procure materials, tools, and supplies required for construction projects, ensuring timely delivery and alignment with project needs.
- Monitor inventory levels and ensure timely replenishment of stock.
- Maintain relationships with suppliers and address issues related to delivery, quality, or performance.
Equipment Management- Oversee the maintenance, repair, and allocation of company equipment to ensure optimal performance and compliance with safety standards.
- Conduct monthly analysis of fleet utilization to plan for rentals, leases, or purchases that align with project demands.
- Maintain records of equipment usage, service schedules, and associated costs.
- Track and mitigate inefficiencies such as downtime, standby charges, or waste.
Yard & Shop Operations- Manage the organization and maintenance of the company yard, ensuring efficient storage and retrieval of materials and equipment.
- Supervise yard and shop staff to maintain productivity, adherence to safety protocols, and compliance with company policies.
- Conduct regular inspections of the yard and shop to maintain cleanliness, order, and operational readiness.
Administrative & Reporting- Develop and maintain systems for tracking resource usage, costs, and availability.
- Provide regular reports on resource utilization, equipment status, procurement activities, and cost controls.
- Assist in budget planning and cost control related to equipment, materials, and logistics.
Safety & Compliance- Enforce company safety policies and ensure compliance with all applicable regulations.
- Conduct safety meetings and training sessions for yard and equipment staff.
- Maintain accurate records of safety inspections, incident reports, and compliance checks.
Team Leadership & Collaboration- Mentor and develop Resource Department personnel, fostering alignment with Core Values and a high-performing team culture.
- Ensure clear accountability and role alignment across the resource function, including development of team members into expanded roles.
- Ensure all team members understand and adhere to playbooks, policies, and performance goals.
- Collaborate with other departments, including Project Teams, to ensure seamless coordination and support for all resource needs.
Resource Function Alignment & Accountability- The resource function operates with clear ownership and alignment between planning and execution. Roles and responsibilities are defined and consistently followed, eliminating overlap and improving decision-making efficiency across projects.
Position RequirementsExperience- 5+ years of experience in construction operations, resource management, or a related role, with demonstrated ability to oversee multiple operational functions.
EducationBachelor's degree in Construction Management, Business Administration, or a related field preferred, or equivalent experience.
Skills & Abilities- Strong organizational and leadership skills, with experience managing teams and multiple operational functions
