Summary

About the Position: This position is located at Fort Rucker, Alabama, or the Pentagon, Arlington, Virginia, and supports the organization by overseeing essential resource management functions. The role ensures effective use of personnel, budget, and organizational resources to help the mission operate smoothly and efficiently.

Duties

Help

  • Ensure compliance with Department of the Army, DoW OMB, and congressional policies and regulations.
  • Coordinate resource management and logistical support to ensure efficient and timely program execution.
  • Develop long range and short range financial management plans, policies, and resource program.
  • Review complex financial analyses, budget proposals, internal management controls, and manpower management data.
  • Provide expert advice to leadership on budget policy, resource strategy, financial management, and program requirements.
  • Create concise reports for senior leaders on program status and key trends.
  • Evaluate budget execution, financial performance, and resource use to ensure compliance and support program goals.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The position requires a Secret security clearance.
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Financial Management (FM) Certification is a condition of employment. The certification must be obtained within 2 years of appointment, and extensions may be requested from the Component Certification Authority (CCA).

In order to qualify, you must meet the specialize experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes providing guidance on current budget processes and higher-level directives such as policies, regulations, and statutes to propose new methods in budget formulation or execution. Applying analytical and evaluative methods to assess areas such as management systems, acquisition strategies, and business proposals. Advising on innovative concepts, theories, principles, or practices related to financial performance planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS -13.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneno substitution of education for experience is permitted.
