Position Overview

Garg Consulting Services, Inc. is seeking a seasoned Resident Engineer / Construction Management (CM) Practice Lead to support transportation infrastructure construction projects throughout Northern and Central New Jersey. This role supports projects for NJDOT, NJTA, NJ Transit, and other public agencies, overseeing roadway, bridge, rail, and civil construction activities. This is a full-time, on-site role requiring strong leadership, hands-on field experience, and technical expertise.
Key Responsibilities
  • Oversee construction inspection and project management for highway, bridge, rail, and civil infrastructure projects
  • Collaborate with project managers, engineers, and contractors to resolve construction-related issues
  • Review construction plans, drawings, specifications, and contract documents
  • Review and approve RFIs, shop drawings, working drawings, and value engineering proposals
  • Perform materials inspection and acceptance prior to installation
  • Monitor construction activities for compliance with approved plans and specifications
  • Track, document, and manage project issues and field conditions
  • Prepare and contribute to monthly project status reports
  • Support project pursuits and staffing oversight as a CM Practice Lead
Required Qualifications & Certifications
  • Bachelor's degree in civil engineering or construction management
  • Minimum 5 years of experience as a Resident Engineer on roadway and bridge projects
  • Active New Jersey Professional Engineer (P.E.) license
  • ACI Certification
  • NJ SAT Asphalt Technician Certification
  • Rutgers Traffic Control Coordinator Certification
  • OSHA 30-Hour Construction Safety Certification
  • Strong knowledge of rail design and construction methods
  • Proficiency with inspection documentation software and mobile tools
  • Ability to work in varied weather and field conditions
  • TWIC Card eligibility and background screening compliance
Preferred Qualifications
  • Experience with NJDOT, NJTA, NJ Transit, or public-sector transportation projects
  • Rail, bridge, and complex infrastructure experience
  • Knowledge of construction management and quality assurance practices
  • Design-build and conventional delivery experience
  • Additional certifications such as CCM
