Sommaire des responsabilités

Surveillance des Sous-Traitants
• Travailles-en étroite collaboration avec l'équipe de l'approvisionnement des programmes gouvernementaux canadiens (PGC) et contribue au processus d'approbation des fournisseurs en effectuant des audits in situ des pourvoyeurs de service d'entretien d'aéronefs, constructeurs OEM, postes de réparation, usines et centres de soutien applicables.
• Suivis des demandes d'action corrective répétitives liées au produit, au système qualité ou à la sécurité aérienne; s'assure de la mise en application des mesures correctives ou préventives.

Accréditations et Audits
• Agit en tant qu'auditeur.trice principal.e lors d'audits de conformité aux normes de qualité (ISO et AS9100D), exigences réglementaires (Technical Airworthiness Manual (TAM), Règlements de l'aviation canadiens (RAC) et exigences contractuelles du Ministère de la défense nationale (MDN).
• Prépare et distribue les indicateurs de performance liée aux audits et les rapports d'audit à la direction de BTCL et à l'autorité chargée de la navigabilité technique (ANT) du MDN ; toute communication avec le client aura lieu en français et en anglais.
• Participe et contribue, au besoin, aux audits effectués par des sources externes telles DTAES, DGQA, TCCA ou autres, et s'assure de la mise en application rapide et efficace d'actions correctives.
• Soutien afin de maintenir les accréditations de MDN délégué à BTCL pour AMO, ATO, ADO et AMSO.
• Responsable de la documentation de BTCL reliée aux accréditations de MDN ainsi que les documents de qualité internes au PGC.
• Exécute les audits des processus internes au PGC.
• Élaboration de questionnaire d'audit.
• Exécute et supporte le programme d'audit commercial de Bell.

Conformité de la sécurité aérienne
• Implante et tient à jour le programme de sécurité aérienne du MDN / FC conformément aux exigences établies au CFTO A-GA-135-001/AA-001.
• Effectue les audits prévus et non prévus des secteurs production / entretien et effectue ses rapports aux superviseurs et aux directeurs du secteur, au besoin.
• S'assure de la mise en application et du suivi de toute mesure corrective liée aux incidents entourant la sécurité aérienne et des questions liées au FOD et au contrôle de l'outillage.

Gére, coordonne et investigue les dossiers d'évènements de Sécurité des vols avec toutes les parties prenantes.

Exigences du poste

Formation académique
• Certificats en gestion de l'aviation et en gestion de la qualité, gestion de la qualité ou dans des domaines connexes
• Diplôme d'études collégiales dans un secteur lié à la technologie aérospatiale, préférablement en entretien d'aéronefs (TEA) ou la fabrication d'aéronefs.

Expérience
• Minimum de cinq (5) à huit (8) ans d'expérience dans le secteur aérospatial, surtout dans l'entretien d'aéronefs, l'assurance ou le contrôle de la qualité, lié de préférence au secteur militaire.
• Expérience en matière des normes ISO 9001/AS9100 et des règlements TCCA à titre d'auditeur,
• Formation d'auditeur.trice en chef serait un atout.
• Expérience des règlements de la navigabilité du MDN, DSV, DTAES serait un atout.

Compétences spécifiques
• Connaissance fonctionnelle des exigences du programme de sécurité aérienne MDN / FC.
• Connaissance fonctionnelle ou expérience de l'industrie aérospatiale commerciale et militaire dans les domaines de la fabrication, de l'entretient et de l'inspection.
• Connaissance et expérience avec la suite bureautique MS Office.
• Excellent entregent et souci du détail.
• Sait communiquer dans les deux langues officielles et faire des rapports à la direction de BTCL, aux fournisseurs ainsi qu'au MDN.
• Être mobile à voyager 10-15% du temps au travers du Canada.

Summary of Job Description

Subcontractor Monitoring
• Collaborates with the Procuremen t Team of the Canadian Government Programs (CGP) department and participates in the supplier approval process by conducting on-site audits of aircraft maintenance service providers, OEMs, repair stations and facilities and applicable support centers.
• Follows up on repetitive product, Quality System or Flight Safety related corrective action requests; ensures that corrective/preventive measures are implemented.

Accreditations and Audits
• Acts as the principal Auditor for compliance audits to quality standards (ISO & AS9100), regulatory requirements (Technical Airworthiness Manual (TAM), Canadian Aviation Regulations (CAR) and DND (Department of National Defence) contractual requirements .
• Prepares and distributes audit performance indicators and audit reports to BTCL management as well as the DND TAA: all correspondence with the customer will be completed in English.
• Participates and assists as required with any audits conducted by external sources: DTAES, DGQA, TCCA or other and ensures prompt and effective corrective actions.
• Assist in maintaining BTCL's AMO, ATO, ADO and AMSO DND accreditations.
• Responsible for all BTCL documentation related to DND accreditations as well as the CGP internal quality documents.
• Executes CGP's internal process audits.
• Executes and support Bell commercial audit program.
• Audit checklist creation.

Flight Safety Compliance
• Implements and maintains the DND/CF Flight Safety Program in accordance with the requirements set forth in CFTO A-GA-135-001/AA-001
• C onducts scheduled/unscheduled audits of production/maintenance areas and reports findings to area supervisors and their managers as required.
• Assures implementation and follows-up of all corrective actions on Flight Safety incidents, FOD & Tool Control issues.

Manages, coordinates and investigates Flight Safety occurences with all stakeholders.

Minimum Required Qualifications

Education
• Aircraft maintenance Engineers Technology Diploma (AME) , Avionics Technology , Quality Management or related fields.
• College degree in an aerospace technology-related area preferably in Aircraft Maintenance or manufacturing.

Experience
• Minimum of five (5) to eight (8) years of experience in the aerospace sector, particularly in aircraft maintenance , Quality Assurance and/or Control , preferably with the military sector.
• Experience with ISO 9001/AS9100 standards and TCCA regulations as an auditor.
• Lead auditor certification is an asset.
• Experience with DND, DFS, DTAES airworthiness regulations an asset.

Specific Skills
• Working knowledge of the DND/CF Flight Safety Program requirements.
• Functional knowledge and/or experience of the commercial/military aerospace industry in Manufacturing, Maintenance and Inspection.
• Knowledge and experience with MS Office suite.
• Excellent interpersonal skills & attention to details.
• Functional communication (oral and writing) in both official languages and generate reports to both BTCL management, suppliers and DND.
• Ability to travel across Canada 10-15%.
