Full Job Description

The Market Development Manager is a hybrid, field-based role responsible for driving market growth and managing broker and agency relationships across assigned markets. This position focuses on recruiting, developing, and supporting independent brokers and agency partners while building strong carrier, community, and business relationships that increase market presence and sales production.
The role combines strategic business development, agent recruitment, market expansion, and account management to ensure broker success, strengthen partnerships, and drive sustainable growth. As a key market leader, the Market Development Manager identifies growth opportunities, executes strategic initiatives, and serves as a trusted advisor to brokers and agencies to maximize performance, market penetration, and business results

Key Responsibilities
Market Development & Field Sales
•    Develop and execute territory business plans aligned with organizational growth objectives and sales goals.
•    Identify market opportunities by analyzing local trends, competitor activity, enrollment data, and distribution gaps.
•    Build and maintain relationships with brokers, agencies, carrier partners, community organizations, and key stakeholders.
•    Conduct regular in-person broker and agency visits to support growth initiatives, strengthen partnerships, and increase engagement.
•    Lead agent recruitment efforts through networking, outreach, and relationship-building activities.
•    Support onboarding and training of newly recruited brokers and agents.
•    Plan and execute field marketing, community outreach, and recruitment events that enhance brand visibility and business growth.
•    Represent the organization at industry conferences, trade shows, training events, and community engagements.
•    Provide support during AEP, Open Enrollment, and other critical sales periods to maximize production.
•    Collaborate with internal teams to execute growth strategies and support market initiatives.
Broker & Agency Account Management
•    Manage and grow a portfolio of broker and agency relationships to increase production, retention, and market share.
•    Serve as the primary point of contact for brokers and agencies, providing ongoing support and issue resolution.
•    Develop targeted growth strategies for high-potential brokers and agencies.
•    Conduct regular business reviews to evaluate performance, identify opportunities, and establish action plans.
•    Educate brokers on Medicare Advantage, Medicare Supplement, Prescription Drug Plans (PDP), carrier products, and sales strategies.
•    Provide consultative guidance on market trends, competitive positioning, and enrollment opportunities.
•    Monitor broker performance and partner with internal stakeholders to support account growth and operational improvements.
•    Ensure broker and agency activities comply with CMS regulations, carrier guidelines, and company policies.
Strategic Planning & Relationship Management
•    Develop and execute strategic market plans aligned with organizational objectives and territory growth goals.
•    Partner with leadership on forecasting, market development initiatives, and long-term growth opportunities.
•    Identify opportunities within existing and prospective broker, agency, carrier, and community partnerships.
•    Serve as a trusted advisor by providing market insights and business solutions that support partner success.
•    Collaborate with recruiting, marketing, training, operations, and sales teams to enhance partner experience and business performance.
Reporting & Performance Management
•    Maintain accurate records of broker, recruitment, and sales activities in CRM and other designated systems.
•    Monitor and analyze key performance indicators, including production, recruitment outcomes, broker growth, and territory performance.
•    Prepare and present business updates, performance reports, and recommendations to leadership.
•    Utilize data and metrics to evaluate strategy effectiveness and drive continuous improvement.
•    Ensure data integrity and compliance with reporting requirements and company policies.

Qualifications

•    Strong knowledge of broker distribution, agency relationship management, and territory growth strategies preferred.
•    Exceptional communication, presentation, and relationship-building skills with the ability to influence diverse audiences.
•    Strong analytical, problem-solving, and strategic planning abilities with experience leveraging data to drive results.
•    Experience working with diverse communities and building relationships across multiple assigned markets preferred.
•    Bilingual proficiency in English and Spanish required.
•    Active health insurance license preferred or the ability to obtain and maintain required state licenses and carrier certifications.
•    Proficiency with Microsoft Office and CRM systems.
•    Ability to work independently, manage multiple priorities, and thrive in a fast-paced, relationship-driven environment.
•    Willingness and ability to travel extensively throughout assigned territories, including local and overnight travel for broker meetings, training sessions, community events, and industry conferences.
