Full Job Description
The Department of Developmental Services (DDS) is seeking a dynamic and innovative leader for the role of Regional Operations Manager (ROM) to plan, develop, and manage the administrative and budgetary systems needed to support a comprehensive network of community-based DDS services within the Southeast Region. The 2026 Regional budget orchestrated by the ROM was approximately $925M across all accounts and object classes.

The ROM will provide day-to-day support and leadership for Southeast Region and take a hands-on approach to assertively managing all aspects of major initiatives, including working with Southeast Residential Services.

Duties and Responsibilities (these duties are a general summary and not all inclusive):

- Develop and submit Southeast Region's annual budget request to the DDS central office based on projected funding needs and input from program and management staff.

- Oversee completion of regular financial reports and analysis to Regional Director, Senior Leaders using data compiled from systems such as MMARS, EIM, FMIS, Warehouse and local tracking for compiling all financial information. Includes contracting Purchase of Service (POS), lower subsidiaries, employee payroll projections.
- Maintain knowledge of applicable regulatory directives, accreditation standards, agency policy, and procedures and reinforce practice activities to ensure compliance throughout the region.
- Determine internal budget allocations to departments and managers for financial review throughout the fiscal year utilizing data systems and local access programs to manage and monitor work.
- Oversee monthly payroll projections; determine surplus and deficits by appropriation and address deficits as necessary.
- Identify areas of surplus or deficit funding and address them as necessary.
- Oversee daily activities in coordination with Contracts and Business Managers regarding all funding in the purchase of service and lower object class contracts; ensure contract documents comply with all associated statutory fiduciary laws, policies, rules, and regulations.
- Manage state-owned property and serve as the Regional DDS leasing liaison with DCAMM and EOHHS Facilities including Area Offices and group homes.
- Participate in both internal and external statewide work groups to represent Southeast Region and DDS on agency initiatives including, but not limited to business practice work groups, continuity of operations planning, regional planning teams, policies/procedures, and roll out of implementation.
- Ensure the work environment and necessary administrative equipment are available to keep all staff operational such as building, office management, and other miscellaneous accommodations.
- Provide overall supervision, assignment, and prioritization for staff which includes contracts, business office, accounting/ individual funds, inventory control, and budget, as well as indirect oversight of HR, Revenue
- Lead regular staff and management team meetings to ensure operations and services are being executed.
- Establish quality and efficiency standards in all areas of responsibility and ensure that these standards are measured and reviewed continuously.
- Foster support/development of direct reports through timely feedback and facilitate the ability of staff to achieve the highest level of professional growth, performance, and career advancement.
- Respond to external requests for information and reporting. Preferred Qualifications:
- Familiarity with modern management principles and practices including planning, organizing, directing, motivating, controlling and decision-making as they relate to human service programs.

Preferred Qualifications:

-In-depth understanding of the Commonwealth's annual budget development and implementation process;
- Awareness of all associated fiscal statuary and regulatory rules and regulations as they apply to the day-to-day delivery of services;
- Strong competencies in analytic review and analysis as well as strategic and critical thinking;
- Ability to solve unpredictable problems and deal with crisis management issues which may extend beyond regular responsibilities;
- Outstanding capacity to learn quickly, execute swiftly and accurately in a fast-paced environment;
- Critical thinking skills, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems;
- Record of managing a team of professional staff, senior level managers; Ability to lead, inspire and empower demonstrating confidence, diversity awareness and leadership presence;
- Thoroughness, independence and excellent written and oral communication skills;
- Proficient usage of Microsoft Office products including Word, Access, Excel and Outlook; Knowledge and experience using MMARS (Massachusetts Management Accounting and Reporting System), LCM (Labor Cost Management), and CIW (Commonwealth Information Warehouse) a plus.

Qualifications:
MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range .
