Job Duties
This position mainly will support projects in the VADOC Western Region (Facilities & Offices - Virginia Department of Corrections ) and reports to the Westen Regional Project Manager (Architect/Engineer I) and is responsible for the planning of various projects up to $5 million, varying in difficulty and complexity. Serves as owners' representative and is responsible for leading the project through design, construction and close out processes of projects. The position includes schedule, scope and budget management, quality assurance, safety and environmental compliance, coordinating administrative and logistic support for each assigned project.
Actively Participate in the productive, effective and cost efficient delivery of programs and services which support and enhance field operations to achieve the goals, mission and vision of the Department.
To provide professional oversight for authorized construction and design projects on behalf of the Department of Corrections for all phases of the work from inception to completion while assuring the Departments needs are being met.
Minimum Qualifications
Thorough knowledge of construction project management processes. Demonstrated ability to manage and supervise numerous design and construction projects, analyze technical problems and recommend corrective engineering solutions. Experience communicating effectively with all management and support levels, other professionals, employees and external contractors. Manage project budget through all phases to ensure expenditures and encumbrances do not exceed available funds. Demonstrated ability to manage all aspects of multiple design and construction projects. Knowledge of the codes, laws and regulations governing construction and contractor procurement for the Commonwealth of Virginia. Support coordination with outside agencies such as State Fire Marshal, Division of Engineering and Building, Department of Historic Resources, Department of Environmental Quality, utility providers and other local, state and Federal agencies as required and unsure projects are in regulatory and statutory compliance.
Additional Considerations
Experience working with Division of Engineering and Buildings (DEB). Experience with the Construction and Professional Services Manual. Experience in public procurement and admirative processes. Professional Engineering or Architecture license preferred.
