Job DescriptionThe Regional Director of Procurement for the region will oversee and manage compliance to Strategic Sourcing Procurement programs [systems, processes, purchasing programs] as well as regulatory and regional corporate citizenship programs. The individual will need to utilize contract development strategies with the objective of maintaining Caesars' leverage and flexibility while reducing the overall operation risks for the Caesars properties in the Las Vegas Region including Laughlin properties. This position reports to the Vice President of Procurement and will oversee and manage the supply chain operations and communication with Stakeholders. This position will also be responsible for the smooth operation of procurement, receiving, warehousing and expediting of all materials, supplies, equipment and services.
ResponsibilitiesTechnical Procurement - Application of supplier management tools and techniques with the use of scorecards, Annual Business Reviews (ABR's), etc.
- Prepare and/or monitor all requests for proposals (RFPs), as week as all sourcing initiatives through an approved Caesars method. Analyze all supplier responses to ensure they are in conjunction with National and Regional programs.
Warehouse & Receiving Operations - Create standards for the receipt and movement of assets and inventory.
- Indirectly manages warehouse operations through maximizing Days on Hand (DOH), Inventory Turns, and Supplier Efficiencies, Internal and External Fill Rates and Staffing efficiencies.
- Complete understanding of warehouse operations lead times, inventory, productivity, expense and consolidation.
State, Local, and Diversity Requirements - Educate and work with the Operators regarding all compliance programs and requirements specific to each property.
- Adheres to State, local/city regulations as they relate to the Open Access, regulatory compliance plans for vendor development/compliance w/MBE, WBE and DBE goals.
- Ensures that purchasing practices and dealings are following State Casino Regulations, as well as the monitoring and accountability of non-gaming activity as it relates to vendor payments.
- Monitor and work with properties compliance committees in the areas of MBE/WBE/DBE certifications and maintain a comprehensive list of participants including their capabilities and goods and services offered.
Qualifications- Two years in progressively challenging roles in sourcing, negotiations, and supplier management
- Minimum 2 years of relevant experience in sourcing and managing warehouse operations products and services.
- Strong Analytical Skills
- Experience in using e-sourcing tools to execute and manage sourcing process a plus.
- Bachelor's degree is preferred.
ADDITIONAL REQUIREMENTS- Able to build a network with property end-users and key stakeholders to maximize the benefits of national and regional agreements.
- Strong analytical skills. Able to seek out historical purchasing and usage data form multiple disparate sources, analyze the data and layout practical roadmaps to achieve cost reductions.
- Able to document specifications and supply requirements where none exist and obtain agreement from different stakeholders and end-users.
- Meet with stakeholders and create executive level presentations on a frequent basis.
- Effectively manage multiple projects at one time and report financial and service level performance for all contracts in the region
- Have a keen insight and understanding of local and regional business requirements on a 1 3-5-year horizon.
- P&L responsibility for Purchasing cost centers.
- Establish linkage between Purchasing, Receiving and Warehouse with the property finance, specifically the Accounts Payable and Inventory Control departments to maximize efficiencies.
- Strong verbal, presentation, and written communication skills with the ability to communicate and influence across all levels of the organization.
- Proficient in the use of all Microsoft Office products
