Region Project Controls Manager

Job Summary

The Region Project Controls Manager provides regional leadership, oversight, and consistency for project controls across a portfolio of construction projects. This role is responsible for strengthening cost visibility, schedule discipline, forecasting accuracy, risk identification, reporting quality, and operational decision support across the region. Working closely with regional operations leadership, project managers, business managers, estimating, scheduling, finance, and executive leadership, the Region Project Controls Manager helps ensure projects are planned, measured, reported, and controlled in a manner that supports safe execution, predictable financial performance, timely delivery, and early recognition of risks and opportunities.

Key Responsibilities
  • Lead and support regional project controls processes for cost reporting, forecasting, scheduling, productivity tracking, change management, risk management, and performance reporting.
  • Establish consistent project controls practices across projects, including setup of cost codes, reporting tools, forecast templates, risk registers, schedule update procedures, and management review rhythms.
  • Partner with project teams to review monthly cost-to-complete forecasts, revenue projections, cash flow, schedule status, productivity performance, and emerging risks or opportunities.
  • Provide regional leadership with clear, timely, and actionable reporting that highlights project performance, financial exposure, schedule impacts, resource constraints, and required management decisions.
  • Coordinate with estimating and operations during project pursuit, handoff, startup, and execution to ensure bid assumptions, production rates, phasing plans, risk items, and commercial commitments are understood and tracked.
  • Support project teams in identifying cost and schedule variances early, help developing mitigation plans, and improving the reliability of project forecasts and performance trends.
  • Work with business managers, project managers, schedulers, and field leadership to simplify reporting, improve data quality, and ensure project information can be clearly communicated to regional and executive leadership.
  • Promote compliance with company policies, project controls procedures, financial controls, gated business lifecycle (GBL) requirements, and applicable reporting standards.
  • Develop, mentor, and support project controls personnel across the region, including project business managers, project controls engineers, schedulers, and related support staff.
  • Help establish lessons learned, best practices, templates, and training materials that improve project controls maturity across the region.

Key Qualifications
  • Significant experience in construction project controls, project management, construction finance, scheduling, estimating, or business management within a large construction organization.
  • A minimum of 10 years of experience in the construction industry is required.
  • Strong understanding of cost reporting, forecasting, earned value concepts, schedule management, productivity tracking, change management, risk registers, and project performance reporting.
  • Ability to interpret complex project data and translate it into clear recommendations for operational and executive decision-making.
  • Working knowledge of construction contracts, project delivery methods, cost coding structures, budget setup, billing, cash flow, and closeout processes.
  • Demonstrated ability to work across operations, finance, estimating, scheduling, equipment, safety, and executive leadership functions.
  • Strong leadership, communication, analytical, and problem-solving skills, with the ability to influence project teams without direct authority.
  • Experience developing standardized tools, processes, dashboards, templates, or reporting routines across multiple projects or business units.
  • Bachelor's degree in Construction Management, Civil Engineering, Business Administration, Finance, Accounting or a related field required.
