We are seeking an experienced and strategic
RDA Director to lead the City's redevelopment initiatives, oversee redevelopment projects, and provide expert guidance to the Redevelopment Agency Board.
Position SummaryThe RDA Director serves as a contract professional responsible for providing strategic leadership, oversight, and management of Vineyard City's Redevelopment Agency. This position develops and implements redevelopment strategies that promote economic growth, encourage investment, and support the City's long-term vision.
The Director works closely with the RDA Board, City Council, City Manager, developers, property owners, business leaders, and community stakeholders to ensure redevelopment projects are financially responsible, legally compliant, and aligned with community priorities.
Essential Duties and ResponsibilitiesResponsibilities include, but are not limited to:
- Develop, implement, and manage redevelopment strategies that support the City's Master Plan and economic development goals.
- Oversee the financial management of RDA funds, including budgeting, accounting, financial reporting, and long-term planning.
- Negotiate and administer redevelopment agreements with developers, businesses, property owners, consultants, and contractors.
- Conduct redevelopment feasibility studies, including analysis of Tax Increment Financing (TIF), incentive programs, and available funding sources.
- Prepare reports, recommendations, and presentations for the RDA Board, City Council, and City Manager.
- Recommend parcels annually for Tax Increment Financing (TIF) collection.
- Ensure compliance with all applicable local, state, and federal redevelopment laws and regulations.
- Prepare and submit all required annual reports to the State of Utah.
- Build collaborative relationships with community stakeholders to promote transparency and successful redevelopment projects.
- Monitor redevelopment projects to ensure timelines, budgets, and project objectives are achieved.
- Conduct site visits and inspections as necessary.
Minimum QualificationsEducation- Bachelor's degree in Urban Planning, Public Administration, Business Administration, Economic Development, or a closely related field.
- A master's degree is preferred.
Experience- Eight (8) years of progressively responsible experience in redevelopment, economic development, municipal management, or a closely related field.
OR- An equivalent combination of education and experience.
Knowledge, Skills, and AbilitiesSuccessful candidates should possess:
- Comprehensive knowledge of redevelopment principles, urban planning, and economic development strategies.
- Strong understanding of municipal finance, Tax Increment Financing (TIF), grant administration, and public-private partnerships.
- Excellent leadership, negotiation, and project management skills.
- Strong verbal and written communication skills, including presenting information to elected officials, boards, and the public.
- Ability to analyze financial and economic data and develop sound recommendations.
- Proficiency with Microsoft Office and standard business software.

Work EnvironmentThis position primarily performs work in an office environment but will also attend meetings, conduct project site visits, and participate in community engagement activities. Evening RDA Board meetings and public hearings are regularly required.
Physical Requirements- Operate a computer and standard office equipment.
- Communicate effectively, both verbally and in writing.
- Occasionally travel throughout the City to project sites and meetings.
