Job Summary
We are seeking a Recruitment Operational and Technical Strategist to provide technical and operational support across critical Human Resources functions, including Talent Acquisition, Workday compliance, recruitment process optimization, reporting, and HR systems management. The role will strengthen communication between senior leadership and HR functional teams, support centralization initiatives, ensure accurate and compliant use of Workday, Smartsheet, SharePoint, and MS Teams, and enhance internal processes supporting efficient hiring, onboarding, and talent management. The contractor will serve as a subject matter expert and operational partner to improve SOPs, manage recruitment workflows, guide system cleanup, and enhance reporting to support organizational goals. This role requires an in-person interview, and candidates should be located near the work location and willing to attend the interview in person.
Key Responsibilities
• Develop, update, and manage HR Standard Operating Procedures across Talent Acquisition, Class & Compensation, Salary Administration, and related HR functions.
• Provide technical and operational support for Talent Acquisition, Workday compliance, recruitment processes, reporting, and HR systems management.
• Support Talent Acquisition teams with workload management, recruitment activities, team alignment, and SLA tracking.
• Manage and optimize Workday processes, including requisition management, I-9 compliance, reporting, and system cleanup.
• Support accurate and compliant use of Workday, Smartsheet, SharePoint, and MS Teams.
• Act as a point of contact with state HR systems or regulatory entities to ensure accuracy and compliance.
• Develop and maintain reporting across Workday, Smartsheet, and integrated HR/payroll systems.
• Identify custom reporting needs and advise leaders on appropriate data usage.
• Architect or redesign HR internal communication systems, including SharePoint sites and process documentation supporting centralized HR models.
• Support project management activities, including milestone planning, stakeholder alignment, executive engagement, and RAID tracking.
• Collaborate with HR leaders, HR business owners, the Workday Delivery Team, senior leadership, HR directors, SMEs, and other cross-functional stakeholders.
• Troubleshoot HR systems and operational issues, identify root causes, and recommend solutions.
• Support centralization initiatives and related HR operational improvements.
Required Qualifications
• 5 years of demonstrated experience with Workday HCM.
• 5 years of experience with HR practices, compliance regulations, and industry best practices.
• 10 years of progressive experience in HR processes and procedures, particularly in Talent Acquisition.
• 5 years of experience with organizational management and culture, specifically understanding organizational roles versus user roles.
• 5 years of experience collaborating with cross-functional teams, including HR leaders, HR business owners, Workday Delivery Teams, and other stakeholders.
• 6 years of experience demonstrating strong analytical skills to troubleshoot issues and identify solutions.
• Strong expertise with Workday Human Capital Management, including requisition management, I-9 compliance, reporting, and system cleanup.
• Proficiency with Smartsheet, including Intake Forms and Workspaces, and SharePoint.
• Strong reporting and data analysis skills across Workday, Smartsheet, and integrated HR/payroll systems.
• Strong project management skills, including milestone planning, stakeholder alignment, executive engagement, and RAID tracking.
• Excellent communication and collaboration skills with senior leadership, HR directors, SMEs, and cross-functional teams.
• Ability to support Talent Acquisition operations, recruitment workflows, team alignment, and SLA tracking.
• Ability to work in person for the interview and be located near the required work location.
Preferred Qualifications
• 5 years of public sector experience.
