Summary

About the Position: This is a Realty Specialist (Document Examiner), GS-1170-07/09/11 position for USACE, Real Estate Division, Fort Worth District in Fort Worth, TX. This position may be filled at the GS-07, GS-09, or GS-11 grade level. If filled below the full performance level, promotion potential is to the GS-11. Promotion is at management's discretion.

Duties

Help

  • At the full-performance level of Realty Specialist (Document Examiner), GS-1170-11, the duties will be:
  • Responsible for preparing and reviewing real estate contracts, detailed Real Estate Planning Reports and Real Estate Summary and Lease Planning Reports, required in planning the acquisition of real estate.
  • Assist in reviewing title evidence for compliance with applicable USACE and the Department of Justice standards identifying potential issues.
  • Conduct preliminary reviews of agreements in cases of multiple ownerships and varied interests and provides initial findings to those who conduct negotiations with landowners in such cases.
  • Personally make contacts with rightful owners, lessors, and tenants to negotiate for the purchase of land in fee, easement, or lease of property.
  • Furnish real estate data and technical advice to all branches of Real Estate Division and to other elements of the District.

Specialized Experience GS-07: One year of specialized experience which includes: 1) Conducting research on real estate activities; AND 2) Assisting in responding to verbal or written inquiries, complaints or claims concerning real estate matters. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Real Estate Law, Real Estate, or Business Administration or Business Management.

OR

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Specialized Experience GS-09: One year of specialized experience which includes: 1) Analyzing or drafting real estate documents; AND 2) Assisting with real estate contracts, field investigations, or negotiations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, Real Estate, or Law.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience GS-11: One year of specialized experience which includes 2 out of 3 of the following: 1) Reviewing real property titles; OR Drafting real estate documents required for the planning or acquisition of real estate; OR 3) Communicating with management concerning real estate activities or assisting negotiations with owners, lessors, or tenants. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Public Administration, Real Estate, or Law.

OR

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: GS-07 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).

GS-09 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

GS-11 Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted.
