Job Description:

Parsons is seeking a highly skilled Readiness and Resilience Analyst to support the Office of the Deputy Principal Cyber Advisor, Forces & Readiness, and USCYBERCOM. The analyst will support the development, implementation, and oversight of cyber workforce readiness, occupational health, and resilience initiatives across the Department of Defense cyber enterprise.

This role will assess the cognitive, psychological, physical, and operational demands placed on cyber personnel; evaluate workforce readiness and sustainment programs; identify risks to mission performance; and provide evidence-based recommendations to senior leaders. The ideal candidate will bring expertise in military readiness reporting, operational assessments, cyber workforce analysis, occupational resilience, and executive decision support.

Key Responsibilities
  • Oversee and assess USCYBERCOM occupational health, resilience, and workforce sustainment initiatives.
  • Develop policies, governance frameworks, performance measures, and reporting processes for occupational resilience programs.
  • Evaluate program effectiveness, resource access, workforce participation, mission impact, and alignment with DoD and USCYBERCOM requirements.
  • Analyze cyber workforce readiness, operational demands, staffing, workload, fatigue, cognitive strain, psychological resilience, and long-term workforce sustainability.
  • Identify workforce risks, readiness gaps, duplication of effort, and opportunities to improve occupational health and resilience outcomes.
  • Develop and apply readiness models and Mission-Essential Task/Mission-Essential Task List criteria to assess cyber force capability and resilience.
  • Support USCYBERCOM Joint Cyber Training and Joint Force Coordinator activities, including mission-essential task identification and readiness reporting.
  • Aggregate, validate, analyze, and visualize readiness, workforce, training, occupational health, and resilience data using Tableau, Power BI, Excel, or comparable tools.
  • Develop dashboards, scorecards, executive briefings, reports, assessments, and decision-support products for senior leadership.
  • Translate complex operational, workforce, behavioral, and readiness data into clear findings and actionable recommendations.
  • Evaluate cyber workforce and occupational resilience programs for compliance with statutory, regulatory, DoD, Joint Staff, and USCYBERCOM policies.
  • Support analysis of cyber force design, command and control, defensive cyber operations, personnel requirements, training needs, and organizational structures.
  • Coordinate with senior leaders, military commands, USCYBERCOM components, medical and behavioral health stakeholders, policy offices, and interagency partners.
  • Ensure occupational health, behavioral, workforce, and readiness information is managed ethically, securely, and in accordance with privacy and data-protection requirements.
  • Distinguish organizational occupational resilience oversight from individual clinical care, diagnosis, treatment, and protected medical decision-making.
  • Develop governance documents, implementation plans, standard operating procedures, corrective action plans, and program assessment criteria.
  • Track findings, recommendations, risks, decisions, and corrective actions through completion.
  • Provide objective technical advice and analytical support to senior-level government and military leaders.

Required Qualifications
  • Master's degree in data science, statistics, operations research, public health, occupational health, organizational psychology, human factors, or a related field with at least 10 years of relevant experience; or a bachelor's degree in a related field with at least 12 years of relevant experience.
  • At least seven years of experience in military readiness reporting, operational assessment, workforce analytics, data science, occupational resilience, human performance, organizational analysis, or a related discipline.
  • Experience with the Defense Readiness Reporting System and MET/METL-based assessments.
  • Experience developing readiness models, performance measures, assessment criteria, dashboards, and program evaluation frameworks.
  • Knowledge of military tasks, conditions, standards, readiness requirements, and operational assessments.
  • Familiarity with Joint Operations doctrine, including JP 3-0 and JP 3-12, and the ability to analyze EXORDs, FRAGORDs, campaign plans, and operational guidance.
  • Understanding of occupational health, behavioral health, psychological resilience, fatigue management, cognitive workload, human performance, or workforce sustainment principles.
  • Strong analytical, technical, written, and verbal communication skills.
  • Ability to provide sound technical advice and interface effectively with senior military, government, and interagency leadership.
  • Active DoD Top Secret clearance with SCI eligibility.

Preferred Qualifications
  • PhD or advanced degree in cyberpsychology, occupational health, industrial-organizational psychology, public health, human factors, behavioral science, or a related field.
  • Experience supporting USCYBERCOM, DoD cyber mission forces, the Office of the Secretary of Defense, the Joint Staff, or other national-level organizations.
  • Experience assessing cognitive strain, operational stress, fatigue, burnout, workforce sustainability, or psychological resilience among cyber operators.
  • Experience supporting statutory studies, congressional reporting, strategic workforce initiatives, or senior-level force readiness reviews.
  • Experience with cyber workforce development, cyber force generation, cyber operator training, or mission assurance.
  • Familiarity with occupational health surveillance, human performance optimization, employee assistance resources, and organizational resilience programs.
  • Experience applying privacy, data protection, human-subjects, or personally identifiable information safeguards to workforce and behavioral data.


Security Clearance Requirement:
An active Top Secret SCI security clearance is required for this position.

Salary Range: $148,300.00 - $266,900.00
