WHAT WE'RE DOING
This position is for a Quality Program Manager to manage the Quality Program implementation and successful execution for Land and Maritime Solutions (LMS) Market Segment's Maritime and Land Training Solutions (MLTS) Market Area.

THE WORK
The selected individual will be responsible for all aspects across the entire program's life-cycle including proposals, contract review, start-up, development, transition to production, production and life time support. It will require an in-depth understanding of the Quality Program Manager tasks as they pertain to hardware, software, systems and suppliers/subcontractors, inspections and customer support. Must have overall knowledge of quality standards (e.g. ISO, AS9100, CMMI, etc.). The QPM's responsibilities include, but are not limited to:
• Partner with sub Market Segment Director as the Quality Lead for design, development, production and mobilization phases. Develop interactive relationship to manage Business Performance expectations.
• Perform a detailed Contract review and flow down contract QA requirements to QA team.
• Monitor and communicate MLTS Quality staffing and specialized skillsets needed (e.g. Hardware Quality Engineering, Software Quality Engineering, etc.) Coordinate resource allocation.
• Function as, or coordinate with, Cost Account Manager (CAM) to establish Quality budgets and cost commitments. Ensure cost commitments are met and financial responsibilities are performed.
• Serve as a member in sub Market Segment Risk and Opportunity Review Boards. Nominate risks and opportunities and enter into the program's ROADs tool.
• Ensure implementation of a Quality Assurance Plans (QAP), are documented and current, effectively implemented.
• Schedule and ensure assessments of program (e.g. Quality Audits, QHSC, etc.)
• Review of the Director's Programs Performance Measurements Manager (PMM) and individual program 5 Block Reports prior to and after publication to provide recommendations. Obtain consensus with Quality Program Team (QPT) and understand differences with QHSC.
• Actively participate in the Market Segments Business Rhythm (including weekly Integrated Product Team (IPT) meetings, CCBs, monthly director PMRs and Director staff meetings), prepare and align the programs monthly Quality Health Score Card (QHSC).
• Have the ability to articulate the customer's requirements, concerns, and expectations to the program team. Maintain the DCMA/Customer QA relationship (i.e. Quality IPT, DCMA Leadership, DCMA council, etc.).
• Establish and maintain effective Quality Program Team (QPT) Business rhythm, discuss staffing, successes, and challenges.
• Plan and execute Enterprise Excellence activities (PEPs, Metrics, Financials). Ensure PMP/Program Plans are updated and maintained.
• Schedule and organize customer product acceptance events (DCMA, PEO-Stri, etc.).

Basic Qualifications
• AS9100 QMS knowledge
• Experience Supporting Multi Programs/Functions and Proven Ability to multi-task to address concurrent Program Priorities
• Experience Practicing Advanced Root Cause Analysis Techniques (e.g. Reality Charting, Cause and Effect Charting, Diagnosing Unwanted Outcomes (DUO))
• Ability to obtain a secret clearance
• Understanding of System, Software, and Hardware Engineering processes
• Ability and willingness to travel as needed to execute duties and responsibilities

Desired skills
• Understanding of Earned Value Management (EVM)
• Experience Working military Contracts (DoD, MoD, etc.)
• Complete Program Lifecycle - Experience on Development and Sustainment programs
• Experience in Support of Large, Complex Development Programs
• Experience Supporting Multiple Development and/or Operating Sites
• Experience Supporting Major Proposal or Campaigns or Proposal Training
Trained and Certified Control Account Manager (CAM) or Active EVMS CAM Certification
• Formal Program Management Training or Experience (Domestic and/or International)
• Well-versed in Program Management Tools and Reports (e.g. 5-bllockers/EPRS (PMM))
• Risk and Opportunity Training/Experience
• ISO9001/AS9100/CMMI Certified Auditor
• Performed Major Subcontract Evaluations/Qualification (e.g. RBAT)
• INAR/BR/PAR Program Representative and/or Panel Member
• Point of Contact/ Primary Interface for Complex Customer Relations
• SW/HW/Systems Engineering Experience
• Experience Leading teams and mentoring other employees
• Active Corrective Action Board and/or DCMA Council Member

Ability to work remotely

Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.

Work Schedule Information

Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

National Pay Statement

Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $104,500 - $184,115. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.

Premium Pay Statement

Pay Rate: The annual base salary range for this position in most major metropolitan areas in California, Massachusetts, and New York is $120,100 - $208,150. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only.
