Full Job Description
Position Summary: The Division of Early Childhood Education (DECE) supports the operational and programmatic functions of early childhood education programs for NYC children in elementary schools, Pre-K Centers, and New York City Public Schools (NYCPS) contracted settings included in Community Based Organizations (CBO), through Family Child Care (FCC) and federally funded Head Start programs. DECE provides families with access to high quality, inclusive early childhood programs for children birth to five, in rich diverse settings, supporting children's growth and development. Working together with families and programs, DECE ensures that children are engaged, nurtured, and supported.

The Quality Management Specialist coordinates internal and external communication efforts, provides management and support for operational and logistical tasks, supports compliance analytics and data management work and provides training and support to relevant Strategy and Policy team staff on a continuous basis. Performs related work.

Reports to: Quality Management Systems Manager

Direct Reports: N/A

Key Relationships: Birth-Five Programs, DECE Central Office Teams, DECE Borough Office Teams, and Director of Monitoring & Technical Assistance.

Responsibilities

  • Develops partnerships with community based organizations and the broader NYC network of early childhood education programs through monitoring and support initiatives. Provides professional level expertise by engaging programs in dialogue and learning of best practices.
  • Provides technical assistance and training in a myriad of settings.
  • Conducts monitoring protocols and data analysis of various program performance areas.
  • Supports in developing coaching tools and coaching interventions for Birth-Five programs, informed by reoccurring cycles of audits. Collaborates with internal or external partners to develop and implement quality assurance and quality improvement procedures for programs.
  • Supports in developing and updating guidance documents and articulates and disseminates information in a concise and organized manner to internal DECE staff as well as ECE providers.
  • Assists programs to develop the procedures and skills to aggregate, analyze and use data obtained through multiple sources.
  • Collaborates with DECE teams on programmatic audits or corrective action plans and suggests process improvements.
  • Maintains consistent and open lines of communication with relevant staff to resolve issues and apply learnings to process improvement.
  • Ensures high quality Birth-Five services are provided in accordance with federal and local regulations and NYCPS's vision and mission.


Qualification Requirements:

Minimum

  • A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to " 1 " or " 2 " above. However, all candidates must have at least one (1) year of experience as described in " 1 " above.


  • Preferred

    • Ability to travel NYC wide.
    • Strong written, spoken, and analytical skills.
    • Knowledge of Head Start.
    • Experience working within a Head Start Program.
    • Experience facilitating group discussions and presenting to a range of audiences.
    • Experience analyzing data and assisting programs to make data driven decisions.
    • Three or more years of experience in managing the administration, development and implementation of a program.
    • Knowledge of NYCPS policy and procedures and the ability to interpret and apply policies effectively, especially policies related to the Division of Early Childhood Education.
    • Excellent project management skills, leading significant cross functional initiatives and designing efficient processes and systems.
    • Excellent communication skills in sharing information effectively and confidently, both spoken and written to internal and external audiences.
    • Ability to organize and present facts and figures in a clear, concise and logical manner, both spoken and in writing.
    • Excellent interpersonal skills, including the ability to build and cultivate personal relationships and work effectively with diverse groups, including education and non-education personnel, internal and external to NYCPS.
    • Attention to detail, extremely organized, able to work under pressure, and meet frequent and changing deadlines.
    • Advanced knowledge of Microsoft Office 365 applications.


    Salary : $82,000 - $90,200

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
