Position Overview:

Job Title: Quality Improvement (QI) Administrator
Location: Rochester, NY
Department: QA/QI
Reports To: Vice President of Administration & Strategy
Employment Type: Full-Time, Exempt
Pay: $113,000 annually

Your Core Responsibilities:

Quality Improvement & Regulatory Compliance
  • Serve as the agency's primary internal resource on OPWDD regulations, quality standards, survey expectations, and emerging compliance risks.
  • Develop and execute an annual agency-wide quality and compliance work plan based on regulatory priorities, organizational risks, previous findings, incident trends, and agency growth.
  • Monitor regulatory developments and translate new or changing requirements into clear policies, procedures, training, operational expectations, and leadership guidance.
  • Partner with program leadership to identify compliance vulnerabilities, quality concerns, and operational challenges and develop practical, sustainable solutions.

Survey Readiness & Corrective Action
  • Establish and oversee an internal mock-survey program modeled on OPWDD review practices, including unannounced program and site reviews when appropriate.
  • Analyze survey findings and oversee the development, implementation, monitoring, and validation of Plans of Corrective Action.
  • Identify gaps among regulatory requirements, agency policies, documented plans, and actual program practices.
  • Confirm that corrective actions and improvement initiatives result in sustained changes in practice and measurable improvements.

Incident Prevention & Risk Reduction
  • Analyze incidents, allegations, investigations, findings, and corrective actions to identify trends, recurring concerns, and emerging organizational risks.
  • Facilitate or participate in root-cause analyses involving serious, recurring, or high-risk incidents.
  • Evaluate whether investigations identify underlying causes and whether resulting corrective actions are specific, measurable, and designed to prevent recurrence.
  • Develop, monitor, and evaluate preventive interventions intended to reduce incidents, strengthen program practices, and minimize organizational risk.
  • Share lessons learned and effective practices across programs so findings in one area can support prevention throughout the agency.

Data, Reporting & Organizational Improvement
  • Develop, analyze, and report key quality and compliance measures, including incident trends, repeat incidents, regulatory findings, survey outcomes, corrective-action effectiveness, and other indicators of organizational risk.
  • Present quality findings, trends, recommendations, and progress updates to senior and executive leadership.
  • Use performance data and outcomes to evaluate improvement efforts and recommend additional audits, training, operational reviews, or leadership interventions.
  • Participate in the planning and implementation of new programs, service expansions, and significant agency initiatives to proactively identify and reduce regulatory and quality risks.

Leadership, Education & Collaboration
  • Provide leadership, supervision, coaching, performance management, and professional development to the Quality Improvement team.
  • Deliver regulatory education and technical guidance to Directors, Managers, frontline leaders, and other stakeholders, including participation in New Employee Orientation as applicable.
  • Collaborate with program operations, Human Resources, Learning & Development, clinical leadership, and other departments to implement effective preventive and corrective strategies.
  • Build strong working relationships across the organization and influence stakeholders at all levels to support accountability and sustainable change.

What You Bring:

Education & Experience
  • Bachelor's degree in Human Services, Healthcare Administration, Public Health, Business Administration, Quality Management, or a related field required; master's degree in a related field preferred.
  • At least ten years of progressively responsible experience in quality improvement, quality assurance, regulatory compliance, program evaluation, or a related function within human services, healthcare, or another highly regulated environment.
  • Demonstrated leadership experience, including leading teams, establishing expectations, developing staff, managing performance, and guiding others through organizational change.

Knowledge & Expertise
  • Advanced knowledge of OPWDD regulations, quality standards, New York State regulatory requirements, and survey processes.
  • Proven success leading quality improvement, regulatory compliance, and performance-improvement initiatives within complex, multi-program, or multi-site environments.
  • Experience developing, implementing, monitoring, and evaluating Plans of Corrective Action, compliance work plans, quality initiatives, or comparable organizational-improvement strategies.
  • Ability to analyze incidents, investigations, regulatory findings, and organizational data to identify trends, assess risk, determine root causes, and develop effective preventive strategies.

Additional Requirements
  • Valid driver's license and reliable transportation required.
  • Ability to routinely travel to agency program sites and other locations as necessary.
  • Ability to lift and carry up to 15 pounds as needed.
  • Must successfully meet all applicable background-check and clearance requirements, including criminal history/fingerprinting, State Central Register, Staff Exclusion List, and Mental Hygiene Law checks.
  • Work is primarily performed in a standard office environment and at agency program sites.
