General SummaryResponsible for implementing and managing the Quality Control (QC) program on a federal construction project. The QC Manager II ensures work meets contract requirements and applicable quality standards through inspections, testing, documentation, and coordination. Essential Job AccountabilitiesQC Program Management
- Establish and maintain the project QC system in accordance with contract documents, specifications, federal requirements, and company standards.
- Manage the 3-Phase program including; Preparatory, Initial, and Follow-up phases of control, except where assigned to qualified QC Specialists.
- Manage the QC plan, specification and submittal reviews, inspections, testing, documentation, and corrective actions.
Team Leadership
- Manage, train, coach, and evaluate project QC personnel.
- Direct other QC Managers, QC Engineers, QC Specialists, laboratories, subcontractor quality representatives, and inspection personnel.
- Coordinate staffing and inspection coverage for project activities, disciplines, phases, and shifts.
Project Oversight and Compliance
- Maintain the onsite presence required by the contract and project needs.
- Lead quality meetings, including Coordination and Mutual Understanding Meetings.
- Interpret plans, specifications, testing standards, and acceptance criteria; elevate matters requiring professional engineering judgment or customer direction.
- Use independent judgment to resolve project quality issues with project leadership, subcontractors, customers, and technical stakeholders.
- Ensure compliance with applicable EM 385-1-1, OSHA, MSHA, safety, hazard identification, and sustainability requirements. Maintain current certificates as required.
Technical Support and Issue Resolution
- Provide quality-related technical support during preconstruction, construction, and closeout.
- Oversee inspections, audits, testing, quality records, nonconformance management, root-cause analysis, and corrective actions.
- Review mix designs and technical quality documents within role authority. Stamping or sealing may be performed only when properly licensed and authorized.
Customer and Project Support
- Serve as the primary project quality representative with federal customers, agencies, designers, subcontractors, laboratories, and technical stakeholders.
- Lead resolution of complex project quality concerns and support timely customer decisions and acceptance.
- Manage the project quality budget, forecast, staffing plan, and estimates; provide quality input for planning, risk reviews, change management, claims, turnover, and closeout.
Education and Certification- High school diploma required; bachelor's degree in Engineering, Architecture, or Construction Management required
- Current Construction Quality Management for Contractors (CQM-C) for Contractors certification required for federal assignments. If not current at hire, completion is required within 90 days, subject to contract requirements.
- Registered Professional Engineer (PE), ASQ, ISO, or other relevant quality certification required.
- Working knowledge of FAR 52.246-12, EM 385-1-1, OSHA, MSHA, and requirements applicable to the assigned project.
Work Experience- Extensive construction quality control experience with demonstrated success leading the QC program on federal projects.
- Experience managing QC personnel, laboratories, subcontractors, and concurrent construction activities.
- Demonstrated ability to resolve complex project quality issues and coordinate with federal customers, agencies, and project leadership.
- Experience on projects with increased technical complexity, customer oversight, quality risk, subcontractor involvement, or schedule demands.
- Level II assignment is based on experience, technical proficiency, and demonstrated ability to manage larger, more complex, or higher-risk projects.
Knowledge, Skills, and Abilities- Advanced knowledge of construction materials, methods, inspection, testing, documentation, and QC procedures.
- Ability to interpret complex plans, specifications, contracts, codes, standards, and federal quality requirements.
- Strong leadership, prioritization, decision-making, problem-solving, and communication skills.
- Ability to apply sound judgment when resolving complex project quality challenges.
- Proficiency in document control, auditing, nonconformance management, root-cause analysis, corrective action, Microsoft Office, Bluebeam, databases, and quality management systems (RMS, eCMS and/or Autodesk Forma).
- Ability to perform effectively under pressure while maintaining quality, compliance, and deadlines.

Base Salary Range: $110,159.00 - $165,238.00
Pay may vary based upon relevant experience, skills, location, and education among other factors.
