Title: QA/QC Manager - Hyperscale Data Centers
Reporting to: Office Director

Location: On-site in Nesquehoning, PA or Sharon, PA
Overview of Role
The QA/QC Manager is a full-time, site-based Key Personnel responsible for independent quality assurance across a hyperscale data center program. The role ensures that all work is delivered in compliance with project specifications, statutory requirements, and mission-critical data center standards.
The position operates independently of contractor production teams and provides end-to-end quality governance from preconstruction through to handover.

Essential Functions
• Establish and manage the Project Quality Management System (QMS) aligned to ISO 9001
• Ensure compliance with Owner requirements, QCx standards, and data center specifications
• Drive defect prevention through early-stage planning and quality risk management
• Provide independent oversight of CSA and MEP works
• Ensure full traceability of materials, inspections, and test records
• Support commissioning, IST, and operational readiness
• Deliver structured reporting to PMC and Owner teams.

Scope of Services

Preconstruction
  • Develop Project Quality Management Plan (QMP)
  • Define QA/QC governance, KPIs, and reporting structure
  • Establish Quality Risk Register and inspection regimes (ITPs, hold/witness points)
  • Review and approve contractor quality plans prior to mobilization
  • Support design and constructability reviews with quality risk input

Procurement / Off-Site QA
  • Develop FAT strategy for critical equipment (UPS, generators, switchgear, cooling systems)
  • Witness FATs and supplier audits for key packages
  • Review material certifications and maintain Material Approval Register (MAR)
  • Ensure full traceability of all installed equipment

Construction Phase
  • Provide full-time site quality surveillance
  • Monitor compliance with ITPs, specifications, and approved methods
  • Conduct CSA and MEP inspections (civil, structural, electrical, mechanical, fire)
  • Manage benchmarking, mock-ups, and first-fix approvals
  • Conduct audits and enforce corrective actions
  • Maintain digital QA/QC system (NCRs, inspections, defects, records)

NCR & Defect Management
  • Issue and manage Non-Conformance Reports (NCRs)
  • Enforce RCA and corrective action close-out
  • Maintain defects and punch list registers
  • Escalate critical issues impacting safety, quality, or program.

Commissioning & Handover
  • Support commissioning readiness and system validation
  • Verify installation completeness prior to testing
  • Track punch lists through to closure
  • Ensure O&M manuals, as-builts, and certifications are complete
  • Produce Quality Close-Out Report at handover

Reporting & Governance
  • Weekly quality dashboard (KPIs, NCRs, inspections)
  • Monthly quality report (trends, risks, performance)
  • Chair weekly quality coordination meetings
  • Participate in monthly governance reviews with PMC/Owner

• Proficiency in digital QA/QC platforms

Physical Requirements and Working Conditions:
• Indoor office environment. May require work on site location when necessary.
• Equipment used includes computers and standard office machines.
• Essential physical tasks include: the ability to work on a computer and the ability to answer and speak on a telephone.
