Full Job Description
POSITION TITLE: QA Lead - Civil/Mechanical/Piping

LOCATION: St. Gabriel, LA

Our Fluor & Energy business group is seeking to hire a QA Lead - Civil/Mechanical/Piping for the new site being built in St. Gabriel, LA. The QA Lead will lead the quality management and assurance activities across civil, mechanical, and piping scopes on a large greenfield chemical plant project. The lead will implement the project's construction quality management system, ensure construction complies with specifications, codes, standards, procedures, and contract requirements. This role leads the quality planning, inspection, nonconformance management, and quality documentation turnover to deliver safe, reliable systems for commissioning and start-up.

KEY RESPONSIBILITIES:
  • Create and implement the project's construction quality management plan and supporting procedures for civil, mechanical, and piping scopes; ensure alignment with project specifications, ITPs, and contractors' QC programs

Civil Quality (Earthworks, Concrete, Foundations, Piling)
  • Oversee quality planning and inspection for site prep, earthworks, compaction, subgrade, and civil
  • Lead QA oversight for piling, concrete forms/rebar/embeds, placement, finishing, curing, and testing
  • Ensure foundations and concrete structures meet dimensional, elevation, anchor bolt, embedment, and tolerancing requirements; manage hold points and quality milestones

Mechanical Quality (ITPs, shop & on-site inspection, setting, alignment)
  • Direct QA oversight of equipment receiving preservation, storage, and installation readiness
  • Verify equipment installation quality, including setting, grouting, shimming, anchor bolts, and alignment
  • Ensure proper implementation of vendor instructions, special process controls, and inspection points for packaged equipment, skids, and modules

Piping Quality (All Phases: Receipt → Fabrication/Install → Test → Turnover)
  • Material control & traceability, Welding program (WPS/PQR/WPQ compliance), and NDE Coordination & acceptance (e.g., RT/UT/MT/PT/VT as specified)
  • Pressure testing whether at module yard, vendor shop, or on site; Flushing/blowing/cleaning, final acceptance

Documentation, Turnover & Interface Management
  • Ensure complete, accurate, and auditable quality records: ITPs, inspection reports, test results, weld/NDE dossiers, equipment install checklists, included in turnover packages by discipline


KEY REQUIREMENTS:
  • Bachelor's degree in engineering or construction management preferred (Industrial, Civil, Mechanical) or equivalent combination of formal education and extensive field quality leadership experience may be considered
  • 15+ years of progressively responsible experience leading construction quality on large industrial projects (chemical, petrochemical, refinery, LNG, power, or similar)
  • Quality certifications desired: ASQ (CQA/CQE), ISO 9001 Lead Auditor, or equivalent
  • Welding/NDE credentials beneficial (as applicable to scope): AWS CWI, NDE Level II/III familiarity, or equivalent
  • Demonstrated success managing quality for:
    • Concrete, foundations, piling, heavy civil works, and structural interfaces
    • Equipment ITPs, inspection, setting, grouting, alignment
    • Piping construction (materials traceability, welding, NDE, PWHT/PMI where required, hydrotest/test packs, acceptance & turnover)
  • Strong working knowledge of industrial codes/standards relevant to role (ACI, ASCE, ASTM, AISC, ASME B31.3, ASME IX, AWS). API certifications a plus: API 570, 510, 653
  • Deep experience and ability to read, understand & interpret engineering and construction drawings in civil, foundations, mechanical/equipment, and piping
  • Physical requirements for the position: Work primarily in the field under varied site conditions; willingness to support extended hours/weekends during critical path activities; onsite presence in St. Gabriel, LA. Must be able to spend a substantial part of each day at the outdoor construction site, including walking on uneven ground, climbing stairs, and ladders

"The compensation for this position will typically range from $108,000 -$200,000/yr. The actual base pay offered to the successful candidate will be based on multiple factors, including but not limited to job-related knowledge/skills, experience, geographical location, and internal equity.

The compensation package may also include short and long-term incentive compensation.
