DIVISION ¿ RATE REGULATION DEPARTMENT/SECTION ACCOUNTING

The Rate Regulation division is the branch of the PUCT that is most involved in the agency's traditional regulatory ratesetting function. The Rate Regulation division consists of two sections: Financial Review and Tariff and Rate Analysis.

The Financial Review section includes staff members with educational backgrounds primarily in accounting and finance; these staff members evaluate the legitimacy and reasonableness of a utility company's expense levels and develop estimates of an appropriate rate of return on the utility company's capital investment.

The Tariff and Rate Analysis section includes staff members with educational backgrounds primarily in economics and finance; these staff members develop the specific rates that a utility company charges its customers and address issues related to the proper allocation of a utility's costs to different customer groups, such as residential, commercial, and industrial customers.

The Rate Regulation Division also leads and participates in various rulemaking proceedings and works on other projects involving raterelated issues for electric, water, and telephone utility companies.

The Rate Regulation Division is seeking a Manager, Accounting, to lead the Accounting Section and help guide the Commission's work on complex regulatory accounting, ratemaking, and costrecovery matters.

The Manager, Accounting will lead and coordinate the section, oversee regulatory accounting assignments and workload, review staff analyses and testimony, and provide technical guidance on complex accounting and regulatory issues. The position also supports contested case proceedings, rulemakings, policy development audits, and other regulatory initiatives.

The ideal candidate should possess the following minimum qualifications. Applicants must meet all the required minimum qualifications to be considered for this position.

Manager VI
  • Graduation from an accredited four (4) year college or university with major coursework in accounting;
  • Certified Public Accountant license; and
  • A minimum of two years of fulltime experience in utility accounting, regulatory accounting, public accounting, or a combination of these disciplines.


Manager VII
  • Graduation from an accredited four (4) year college or university with major coursework in accounting;
  • Certified Public Accountant license; and
  • A minimum of five years of fulltime experience in utility accounting, regulatory accounting, public accounting, or a combination of these disciplines.

Preferred Qualifications:
  • Master's degree in accounting.
  • Experience providing technical leadership, training, mentoring, or guidance to staff.

WORK SCHEDULE

The PUCT operates on a standard work schedule of Monday through Friday, 8:00 a.m. to 5:00 p.m. Employees may request an alternative work schedule in accordance with the PUCT's Alternative Work Schedule Policy. Approval of such requests is based on business needs and management discretion and is not guaranteed.

Management staff are required to report to the office a minimum of three days per week. With supervisor approval and based on the business needs of the division and requirements of the position, management staff may telecommute up to two days per week in accordance with the PUCT's Alternative Work Schedule Policy.

  • If the position requires it, licensure as a Professional Engineer or to practice law in Texas will be verified through the Professional Board of Engineers or the State Bar of Texas for the selected candidate.
  • For males born on or after January 1, 1960, the PUC will verify Selective Service registration through the online Selective Service System. Males born after January 1, 1960, who are not registered must provide proof of exemption from the Selective Service registration requirement.
