Public Utility Regulation Manager (Hybrid)

Starting Salary Range: $116,750-$140,000

The State Corporation Commission (SCC) seeks a Public Utility Regulation Manager interested in a rewarding public service career. Located in downtown Richmond, the SCC is an independent state agency that balances the interests of citizens, businesses, and customers in regulating Virginia's economic and business interests. The Division of Public Utility Regulation (PUR) provides support to the Commission in its regulation of Virginia's investor-owned electric, member-owned electric cooperatives, natural gas, water and sewer utilities, and the telecommunications industry. The PUR Manager will lead a team of 3 staff members in the investigation of utility proposals submitted to the SCC requesting revisions to customer rates and similar proposals, with a primary emphasis on evaluating how the utility proposes to allocate and recover costs from its customers. This position operates on a hybrid work schedule, including 2 days in office and 3 days of teleworking each week. The SCC offers on-the-job training, professional development opportunities, and career growth.

Essential Duties and Responsibilities

  • Manage the review and analysis of utility filings
  • Investigate complex electric, gas, water, and sewer utility proposals requesting revisions to customer rates or similar proposals
  • Evaluate how the utility proposes to allocate and recover costs through cost allocation, rate design, and other operational or financial analyses
  • Review the terms and conditions of service that govern the utility's relationships with its customers
  • Lead and supervise staff on major cases including review of testimony and reports for technical accuracy, presentation elegance, and the development of logical and precise conclusions and recommendations
  • Manage staff development and training related to technical development, testimony and report formulation, and oral presentation
  • Document the findings of the investigation in pre-filed written testimony and reports
  • Defend these findings at evidentiary hearings as an expert witness in SCC proceedings
  • Draft policy statements and technical documents for the Commission
  • Assist in the review of legislative proposals from the General Assembly
  • Attend legislative sessions at the General Assembly to answer technical inquiries from legislators or present information at committee meetings upon request
  • Perform related work as required
