DESCRIPTION
The City of Long Beach, Department of Health and Human Services is recruiting for one (1) unclassified, at-will, full-time Public Health Fund Development Specialist (Community Program Specialist IV) in the Collective Impact Bureau. Reporting to the Legislative and Partnerships Manager, this position will oversee the development and implementation of a comprehensive strategy for securing sustainable funding for the Department and designing public health programs in alignment with the department's strategic plan. This position is located at the Main Health Department, 2525 Grand Ave., Long Beach CA, 90815.

EXAMPLES OF DUTIES

• Manages Department-wide public health and human services grants, including developing grant deliverables for the Department's Workforce Development program;
• Manages CDC and CDPH Workforce and Public Health Infrastructure grants in collaboration with the Workforce Officer in addition to other Department-wide grants as they become available;
• Prepares philanthropic and governmental (federal, state, and county) grant applications, evaluations, and grant reports for Department-wide grants;
• Researches potential new grant opportunities and funding sources and ensures all opportunities are aligned with the Department's Strategic Plan and the City's 2030 Vision;
• Establishes and/or maintains relationships with new and potential granting agencies and serves as a liaison to Citywide Grants Collaborative Committee and at external funders meetings;
• Interprets complex local, state, and federal regulations as it relates to grant RFPs and ensures compliance;
• Oversees fiscal requirements, prepares grant budget documents and reports;
• Oversees implementation of new grants management systems and other data systems to streamline grants;
• Meets regularly with Department bureau managers and division officers to understand their funding needs and priorities;
• Coordinates closely with program managers to oversee Department grant assessment process and supports opportunities for cross-bureau synergy;
• Leads trainings to build the Department's internal capacity to sustain/expand programs. Maintains Long Beach Community Foundation Health and Human Services Fund and strategizes how to use the fund as a tool for fund development;
• Interprets data to develop conclusions and makes recommendations for improvement in grant program design;
• Participates in community listening sessions and planning groups to understand community strengths and needs to inform grant program design and uplift community voices in grant proposals and conversations with funders;
• Performs research and analysis for potential grant-funded programs;
• Performs research and analysis of public health trends and evidence-based practices and how they may be integrated into grant-funded programs;
• Trains, supervises the activities of, and professionally develop subordinates;
• Serves as liaison for grant writing consultants as needed; and
• Performs other related duties as assigned.

REQUIREMENTS TO FILE

• Bachelor's degree in Public Health, Public Administration, Public Policy, or closely related field. (Proof of education required.*)
  • Experience offering specific and substantial preparation for the duties of the position may be substituted for the required education on a year-for-year basis.
• Three (3) years full-time progressively complex project management experience in public health programming and grant writing, with a record of success in expanding resources through cultivation and stewardship of partners.
  • A Master's Degree in Public Health, Public Administration, Public Policy, or closely related field from an accredited college or university may be substituted for up to one (1) year of the required professional experience. (Proof of education required.*)
• Ability to work overtime, weekends, and evenings as needed.
• A valid driver's license, or the ability to arrange necessary and timely transportation for field travel.

DESIRABLE QUALIFICATIONS

• Master's Degree in Public Health, Public Policy, Public Administration or a closely related field highly preferred.
• Four (4) years of full-time progressively complex project management experience in public health programming and grant writing, with a record of success in expanding resources through cultivation and stewardship of partners.
• Two (2) years of full-time professional experience in a supervisory role.
