Summary:

The Public Health Analyst supports clearance coordination efforts for DBDID and DHDD within the Centers for Disease Control and Prevention (CDC), National Center on Birth Defects and Developmental Disabilities (NCBDDD). This position provides a blend of program analysis, operational coordination, and administrative support to ensure effective execution of public health research activities. 

Responsibilities

Essential Job Functions:

  • Process all DBDID and DHDD clearance activities and publications submitted by CDC program staff through CDC E-Systems (i.e., electronic clearance system [eClearance], Publishing Reporting, Publishing Portal, Study Tracking and Reporting System [STARS], National Institutes of Health Manuscript Submission System [NIHMS]), and Enterprise System Catalog [ESC]).
  • Manage all technical aspects of User and Routing Management for all staff who use and submit to CDC E-Systems.
  • Review and/or update user guidance (e.g., Microsoft Word documents) specifically for program staff in relation to eClearance, Publishing Reporting, Publishing Portal, and STARS; Maintain these documents on a designated CDC intranet site to ensure programs have access to and are informed of the most current guidance related to CDC E-Systems.
  • Check all of the web links on the designated intranet page for any broken links and will work with the Project Team to resolve any inconsistencies
  • Notify users of the eClearance system via e-mail of any discrepancies that arise with eClearance policy and procedure, such as late reviews and failure to upload required documents, and assist them with resolution of issues
  • Provide technical support to staff on the use of new and updated web-based management systems that support scientific activities; inform staff via e-mail of new features within the systems (obtained from the release notes) and provide technical support via one-on-one consultation for technical issues with using the systems
  • Evaluate the functionality of new and updated web-based management systems that support scientific activities. These include eClearance, Publishing Reporting, Publishing Portal, and STARS; Test the new functions described in the release notes for the updates in order to determine if there might be technical issues that could affect the functionality for staff and summarize the testing that was performed and report the results of the testing (Microsoft Word document) to the COR/Project Team
  • Provide eClearance Reports to the COR/Project Team on eClearance statistics (e.g., number of documents cleared, time to clearance) through tables and graphs generated in Microsoft Excel and obtained from the eClearance system; reports should be of sufficient quality for dissemination to staff through Microsoft Word documents and Microsoft PowerPoint presentation
  • Manage and adhere to all steps of  CDC’s Public Access for Publications process in order to ensure and maintain White House Office of Science and Technology Policy (OSTP) compliance
  • Produce Public Access compliance reports (i.e., Microsoft Excel spreadsheets) for the COR/Project Team that contain listings of all non-compliant publications for the Center and the reason(s) for non-compliance for each
  • Maintain an updated list (i.e., Microsoft Excel spreadsheets) of publications by staff as they occur through the year, and produce a Publications Report (e.g., Microsoft Word document) on all manuscripts published by staff that includes proper AMA citation elements
Qualifications

Necessary Skills and Knowledge:

  • Demonstrated understanding of public health operations, scientific workflows, and publication management processes in a federal or research environment.
  • Ability to use and support electronic workflow systems, databases, and enterprise platforms for managing publications and clearance processes.
  • Skill in analyzing data, developing metrics, and producing clear, accurate reports, dashboards, and presentations.
  • Strong focus on accuracy in document review, compliance tracking, system testing, and publication records management.
  • Knowledge of federal public access requirements, publication policies, and adherence to established procedures and standards.
  • Ability to identify system or workflow issues, resolve technical problems, and coordinate solutions with IT or support teams.
  • Demonstrated effective written and verbal communication, including preparing guidance materials and explaining technical processes to diverse audiences.
  • Ability to provide responsive, professional support and training to internal users and stakeholders.
  • Ability to manage multiple priorities, meet deadlines, and maintain efficient workflows.
  • Ability to work effectively with cross-functional teams, program staff, and leadership in a dynamic environment.

Minimum Qualifications:

  • Bachelor's degree in Public Health, Health Administration, Biological Sciences, Public Administration, Information Management, or a related field.
  • One (1) or more years of experience supporting public health, scientific, research, or administrative programs.
  • Experience supporting public health, scientific, research, or administrative programs.
  • Knowledge of project coordination, workflow management, and document or publication tracking.
  • Proficiency with Microsoft Office Suite and electronic information management systems.
  • Strong analytical, organizational, and problem-solving skills with attention to detail.
  • Excellent written and verbal communication skills and the ability to provide technical assistance and customer support.
  • Ability to manage multiple priorities, work independently and collaboratively, and maintain compliance with organizational policies and procedures.

Preferred Qualifications:

  • Experience supporting federal public health programs, preferably within the CDC or other federal agencies.
  • Experience with scientific publication management systems, including eClearance, NIHMS, STARS, Publishing Portal, or similar electronic workflow systems.
  • Knowledge of federal public access policies, scientific publishing processes, and records management requirements.
  • Experience analyzing data and preparing reports, dashboards, and performance metrics.
  • Experience developing user guidance, conducting system testing, and providing technical training and customer support.
  • Familiarity with Microsoft SharePoint and advanced Microsoft Excel features.

 

Pay and Benefits

The annual salary for this position is $85,000 to $105,000.
