Duties

This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB),Assistant Administrator - External Affairs - Chief of Staff - Office of Communications.

As a Public Affairs Specialist, you will:

  • Evaluate, plan, and coordinate bureau communications activities and issues, including the governance of TTB's internal SharePoint site and external website, graphic development, bureau-wide, industry-wide, and public video conferences and webinars, including town hall meetings sponsored by the Administrator, and other forms of online and/or electronic media.
  • Assist with the development of, and is responsible for, the implementation and monitoring of TTB's internal communications strategic plan in alignment with the organizational goals and objectives and annual business plans.
  • Coordinate with key stakeholders, consistent with the Director's guidance, including TTB's Executive Team and other bureau leadership, to identify external communications opportunities and needs, develop appropriate strategies, manage governance processes, and coordinate with the OC staff and other TTB offices to implement the selected strategy, including through employing user or customer experience testing and related tools.
  • Support the budget formulation process for the Office of Communications (OC) and manage execution of the OC's budget.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialize Experience for this position includes:

- Providing public affairs support by advising leadership on messaging and communication issues and independently producing clear, accurate materials aligned with organizational priorities.; AND

- Coordinating communication activities by supporting strategy development, development of digital and website content, preparing tailored materials, and contributing outreach and engagement efforts.; AND

- Building effective stakeholder relationships and uses research or analytics to identify communication needs, assess audience engagement, and evaluate the impact of communication strategies.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.

  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.

  • File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
  • Undergo an income tax verification, if required.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
