DescriptionProviderOne Interface Analyst (ITBA-J/AHA)71028839The ProviderOne Interface Analyst (IT Business Analyst - Journey) manages, monitors, and troubleshoots electronic data interface exchanges connected to ProviderOne, the State's mission-critical Medicaid claims processing system. The position leads needed research and provides consultation and analysis activities on interface-related ProviderOne elements and attributes to coordinate, manage and maintain the data transfer of key information between systems. This position suits an IT professional with experience in system data interfaces exchanges including but not limited to webservices and API management. It also offers the opportunity to learn and grow a skillset in health care infrastructure statewide.

About the position:This journey level IT business analyst position reports to the ProviderOne Technical Manager and is responsible for monitoring, troubleshooting, technical design review/approval, testing, and management of all ProviderOne and POS system interfaces. The position ensures application interfacing with Extensible Markup Language (XML), Simple Object Access Protocol (SOAP) coded web services and Application Programming Interfaces (APIs) all run smoothly without errors or issues. In addition to system Interface management, the position also is responsible for working with other teams within state government and vendors to ensure data agreements with applicable system partners are up to date as well as oversight and maintenance of the ProviderOne correspondence application, DOC1.
This position is eligible to telework and is typically not required to report on-site. The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs.
All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location.DutiesSome of what you will do:- Independently responsible for the management of all external electronic data interfaces (including web services and APIs). This responsibility includes monitoring timely data delivery and specialized analysis to identify, troubleshoot and resolve interface issues.
- Technical advisor and customer liaison between the vendor(s) and business and technical stakeholders such as CMS, other state agencies, and other businesses.
- Coordinate, manage and maintain successful and efficient data exchanges via current contracts and Data Share Agreements.
- Conduct database research, ensure data integrity, monitor interface products and schedule and provide technical consultation and analysis regarding ProviderOne and POS external interfaces and DOC1 correspondence solution.
- In coordination with the ProviderOne and POS vendors, prepare planning and implementation strategies and process documents for data interface activities and maintain communication of these activities with multiple internal and external stakeholders.
- Follow change control processes and procedures to ensure that proposed system changes are analyzed for interface impacts.
- Leads the analysis of system modifications by eliciting business needs related to interfaces and synthesizing those needs into technical requirements for utilization by the vendor(s) during design development and implementation.
- Coordinate and plan for new interfaces with subsystem business analyst senior staff to ensure the new data exchanges will fulfill the customer request.
- Serve as primary tester for all ProviderOne and POS interfaces, APIs, and web services for defect fixes, enhancements and change requests.
- Facilitates the modification (As-Built) process with the vendor(s) in order to ensure system documentation is updated to support the changes in the Change Request.
- Communicates with business stakeholders when system changes are successfully implemented into UAT and production. Facilitates the delivery of training when necessary to ensure stakeholders understand ProviderOne specifications and how the system is designed to function.
QualificationsRequired qualifications:Qualifying candidates will meet
one of the following criteria options:
Option 1:
Master's degree or higher in computer technology or an information technology (IT) area.
Option 2:
Bachelor's degree in computer technology or an information technology (IT) area, and three (3) years of the required experience below
Option 3:
Associate degree in computer technology or an information technology (IT) area, and five (5) years of the required experience below
Option 4:
Seven (7) years of the required experience below
Option 5:Three (3) years as an Entry level IT professional or higher in State service performing professional IT
The required experience includes
one or a combination of:
Progressive (continuing to grow professionally) professional IT experience in:
- Consulting, analyzing, designing, programming, installing, and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment;
- Directing projects
- Providing customer or technical support in IT
- Administering staff who performed work in any of these IT disciplines.
All experience must include:
- (Concurrent) One (1) year Knowledge of System Development Life Cycle (SDLC). Ensures technical integration is achieved across the enterprise by participating in planning, validation, reviews and testing and implementation
- (Concurrent) Two (2) years of experience with vendor/ system integrator management and facilitating systems development sessions and relationships
- Knowledge of technical aspects of data exchanges and data exchange management between multiple systems.
Required competencies:

- Knowledge and experience with Medicaid eligibility and health care claims processing. This includes a working knowledge of ACES eligibility categories, strong analytic skills and the ability to assess, interpret and report on data elements related to eligibility;
- Knowledge of the other WA state agency systems (CARE, BARCODE, ACES, WHALES, JBRS) that interact with ProviderOne to assist with troubleshooting and/or testing of the interfaces that are used to update ProviderOne client data.
- Knowledge of large systems/software applications and data analysis methods, tools and techniques, including the ability to extract, analyze and interpret data from computer systems. This includes demonstrated proficiency in and knowledge of tools for data extraction, data analysis and information presentation.
- Knowledge of technical aspects of data exchanges and data exchange management between multiple systems.
- Ability to represent HCA in technical data interface workgroups and statewide and national professional organizations, and to present information in a way that establishes rapport and influences others.
- Excellent written, oral and presentation skills and the ability to interpret and communicate technical standards and information to management, technical staff, and stakeholders inside and outside of the Agency
- Functional knowledge and experience in information system development life cycle activities, project activities, including project planning and project management methodologies and the use of automated project tracking tools.

Preferred qualifications:- An advanced degree in an IT field and at least one (1) year of required experience listed above.
- Knowledge and experience of data transmission concepts, functions and mechanisms in data exchange concepts.
- Knowledge and experience of medical, dental, pharmacy coding and/or HIPAA terminology. Also have strong analytic skills and the expert ability to analyze, interpret and implement state specific and HIPAA Transactions and Code Sets regulations.
- Knowledge and experience with the Medicaid Management Information System (MMIS) or equivalent medical payment system. Experience would include design and development, system documentation, testing, subsystem functionality and requirements gathering.
- Demonstrate an understanding of basic system architecture documentation methodologies.
- Knowledge of interfaces delivered and transmitted to and from the ProviderOne and/or POS systems.
