Develop proposals that align with federal acquisition regulations and deliver strategic pricing solutions that enhance profitability and support critical government missions.
THE WORK
Responsibilities include: • Develops, plans & schedules proposals in accordance with estimating policy, Federal Acquisition Regulations (FAR) & Defense Federal Acquisition Regulations (DFARS) requirements, USG Bus. System Requirements & other govt. regulations.
• Shapes, develops & matures bus. case analyses & cost methods resulting in a comprehensive bid/price strategy.
• Develops initiatives to increase profitability & cashflow.
• Acts as the estimating lead on proposals compiling cost, schedule, & technical elements to development proposals in accordance with Request For Proposal (RFP) specs.
• Coordinates the collection of cost, scheduling, & performance elements from functional departments.
• Performs financial modeling & analyses related to major proposals, including rate studies & analysis, bus. case development, cash flow analysis, NPV & IRR & presents analyses & recommendations to leaders.
• Researches & analyzes historical data, develops cost models to support proposal efforts & determination of accuracy of functional estimates.
• Participates in should-cost & pricing reviews with mngmt & customer reps.
• Participates as a member of the contract negotiating team & interacts with DCAA /other audit agencies.
• Initiates process improvements to enhance productivity & efficiency within pricing & estimating functions.
• May provide day-to-day direction & guidance to less senior Proposal Analysts.
• Develops, communicates, & implements Estimating & Pricing policies/procedures, & conducts monitoring & surveillance activities to ensure that the policies/procedures are being thoroughly & consistently implemented.
• Possesses comprehensive written & oral communications skills to support proposal development activities, executive proposal reviews, fact-finding & negotiations, & interaction with DCAA/other audit agencies.

You are an analytical professional with strong Excel expertise and exceptional written and verbal communication skills, capable of leading cost and schedule analysis while collaborating across functional teams.
Basic Qualifications
*Minimum of 1 year experience working in the proposal process
*Demonstrated ability to analyze and present complex data.
*Strong applied knowledge of Microsoft Excel
*Strong analytical skills.
*Excellent verbal and written communication skills.
*Excellent business acumen and ability to make business based decisions.
Desired skills
*Candidate should have an understanding of
bills of material structures and have knowledge
of the proposal process.
*Ability to work independently and in a team environment.
*Ability to work with all levels of management.
*SAP experience.
*Sourcing, Finance or Operations knowledge/ background is desired.
*Knowledge of RMS Estimating and Pricing policies as well as the Federal Acquisition Regulation (FAR).
*Ability to work onsite to support Program requirements as needed.

Ability to work remotely
Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedule Information
Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
National Pay Statement
Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $60,600 - $106,835. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.
This position is incentive plan eligible.
Premium Pay Statement
Pay Rate: The annual base salary range for this position in most major metropolitan areas in California, Massachusetts, and New York is $69,700 - $120,750. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only.
