Full Job Description
Project Scheduler Position Summary:

The Project Scheduler is an experienced member of the Scheduling & Controls team responsible for developing, analyzing, and maintaining Critical Path Method (CPM) schedules for heavy civil infrastructure projects, including bridges, highways, rail, and transit. Working with general supervision from a Senior Scheduler or Scheduling Manager, the Project Scheduler independently builds bid and baseline schedules in Oracle Primavera P6, leads schedule updates and reporting, and advises the project team on schedule-related risk, contract, and claims matters.

This position is the next step on the department's scheduling career path beyond Scheduler I, with broader ownership of assigned project schedules and a mentoring role for entry-level team members.

This role will focus on our Mid-Atlantic Region (Pittsburgh, Baltimore and Virginia). Location TBD.

Duties and Responsibilities:

Bid Schedule Development (Small to Large Projects)
  • Review contract documents, plans, and specifications to independently identify schedule-related requirements and constraints, including milestones, phasing, work-hour and seasonal restrictions, permits, utility and right-of-way dates, and liquidated damages.
  • Lead development of KMZ (Google Earth) site models and work-zone graphics to support means-and-methods and phasing strategy.
  • Develop detailed CPM bid schedules in Oracle Primavera P6 - WBS, activity coding, calendars, logic, and durations - with minimal oversight.
  • Validate estimating quantity-to-duration calculations and production-rate assumptions.
  • Prepare and present summary schedules, schedule exhibits, and proposal/pursuit materials for project leadership and clients.

Baseline Schedule Development:
  • Lead project kickoff and schedule development meetings.
  • Collaborate directly with the project manager, project engineers, and superintendents to translate the execution plan into a resource-realistic P6 baseline schedule.
  • Perform and document schedule quality checks before submittal (logic, open ends, constraints, lags, negative float, and DCMA-style metrics).
  • Prepare the baseline schedule narrative and submittal package and lead responses to owner review comments.

Schedule Updates, Look-Aheads, and Monthly Reporting:
  • Review project progress and schedule updates from project teams to proactively anticipate schedule impacts and advise the project team accordingly.
  • Lead preparation and review of two- to four-week look-ahead schedules.
  • Prepare and present monthly schedule update submittals - schedule comparisons, change logs, critical path and float review, and update narrative - to project teams, executive reviews, and owners.
  • Monitor progress and timetables across assigned projects to identify variance against schedule deadlines.
  • Maintain schedule files, XER/XML backups, and version history in accordance with department file-naming and document-control standards.

Risk, Change and Claims Support:
  • Identify potential schedule risks and lead risk assessments and mitigation planning in coordination with the Project Manager.
  • Prepare time impact analyses and recovery schedules, including fragnet development and comparison exhibits.
  • Track key dates for delay events, RFIs, and change orders to support change management and claims documentation.
  • Participate in and advise on schedule-related contract negotiations.

Professional Development:
  • Mentor and support the professional development of Scheduler I and other entry-level team members.
  • Apply and help refine department scheduling policies, procedures, and work instructions.
  • Take ownership of assigned project schedules and support determination of staffing needs, materials, and supply timing in coordination with the Project Manager.

Requirements:
  • Bachelor's degree in construction management, Civil Engineering, or a related field, or equivalent heavy civil field experience.
  • 3 - 5 years of heavy civil construction experience in scheduling and/or project management, with demonstrated experience developing and maintaining CPM schedules for projects such as bridges, highways, rail, or transit.
  • Demonstrated ability to track and maintain complete and accurate project data.

Skills:
  • Demonstrated proficiency in Oracle Primavera P6 and P6 Visualizer; working knowledge of Trimble TILOS preferred.
  • Strong working knowledge of Critical Path Method (CPM) scheduling.
  • Proficiency in interpreting blueprints, specifications, and contracts.
  • Excellent verbal and written communication skills, with the ability to present schedule information clearly to project teams, executives, and owners.
  • Strong collaborative and interpersonal skills; time-management skills and the ability to meet deadlines.
  • Solid analytical and decision-making skills; calm, professional demeanor with a keen attention to detail.
