Title:
Project Procurement Manager

KBR is looking for a Project Procurement Manager (PPM) is responsible for leading all procurement and materials management activities for a large-scale capital project within an Engineering, Procurement, and Construction (EPC) environment. This role ensures timely, cost-effective, compliant acquisition of engineered equipment, bulk materials, and subcontracted services in alignment with project schedules, budgets, contractual obligations, and applicable regulatory requirements-including Defense Priorities and Allocations System (DPAS) and Federal Acquisition Regulations (FAR) where applicable.

The PPM serves as the primary procurement interface for the project, working closely with Project Management, Engineering, Construction, Contracts, Legal, and Government Compliance teams, as well as suppliers and subcontractors.

Functional job responsibilities will include but are not limited to:

Procurement Planning & Strategy
  • Develop and execute the Project Procurement Execution Plan, aligned with contract requirements, project schedule, and sourcing strategy.
  • Establish procurement strategies for engineered equipment, bulk materials, construction services, and long-lead items.
  • Identify procurement risks, including regulatory, supply chain, and schedule risks, and implement mitigation plans.

Supplier Management & Contracting
  • Lead supplier prequalification, bid strategy development, solicitation, evaluation, and award recommendations.
  • Negotiate commercial terms and conditions in compliance with client contracts, company policies, FAR, DFAR, and flow-down requirements.
  • Ensure suppliers and subcontractors comply with DPAS ratings, priority delivery requirements, and government-mandated schedules.
  • Resolve commercial issues, claims, and performance disputes in coordination with Contracts and Legal.

Schedule, Cost & Risk Control
  • Ensure procurement activities support the project critical path and overall execution schedule.
  • Monitor committed, forecast, and actual procurement costs against the approved project budget.
  • Identify cost-saving and value-engineering opportunities while maintaining regulatory and contractual compliance.
  • Track procurement-related risks, expediting actions, and mitigation measures.

Materials Management & Logistics
  • Coordinate with expediting, inspection, materials management, and logistics teams to ensure timely fabrication, inspection, and delivery.
  • Ensure compliance with DPAS priority requirements for shipping, allocation, and delivery sequencing.
  • Support site materials management, inventory control, and surplus disposition in accordance with contract requirements.

Cross-Functional Coordination
  • Interface with Engineering to align technical specifications, vendor data requirements, and compliance documentation.
  • Support Construction by ensuring timely availability of materials and services and resolution of field procurement issues.
  • Collaborate with Project Controls on forecasting, progress measurement, and procurement status reporting.

Compliance & Governance
  • Ensure procurement activities comply with:
    • Federal Acquisition Regulations (FAR) (DFAR)
    • Defense Priorities and Allocations System (DPAS)
    • Client-specific government contract clauses and flow-down requirements
    • Company ethics, quality, safety, and sustainability policies
  • Maintain accurate, audit-ready procurement documentation suitable for government and internal audits.
  • Support compliance reporting and audits related to government-funded projects.

Team Leadership
  • Lead, mentor, and manage project procurement staff, including buyers, expeditors, and materials coordinators.
  • Assign responsibilities, establish performance expectations, and provide day-to-day decision support.
  • Promote disciplined procurement execution and compliance awareness across the project team.


Required Education, Experience, & Skills:

  • Bachelor's degree in Supply Chain Management, Engineering, Business, or a related field
  • Master's degree or professional certifications (e.g., CPSM, CIPS, PMP) preferred
  • Experience
  • 10-15+ years of procurement or supply chain experience in an EPC or large capital project environment
  • Proven experience managing procurement for large, complex capital projects, preferably with government or defense-related funding
  • Demonstrated experience with:
    • Federal Acquisition Regulations (FAR), including flow-down clauses and subcontract compliance
    • Defense Priorities and Allocations System (DPAS) requirements, including rated orders and priority fulfillment
  • Strong background in procurement of engineered equipment, bulk materials, and construction services
  • Experience working with domestic and international suppliers and complex logistics environments
