Full Job Description
Brown and Caldwell has a unique development opportunity for a Project Manager with a desire to apply and develop their project management, leadership, design, and business development skills. This full-time position will contribute to project delivery and client service teams in winning and executing innovative planning, evaluation, design, permitting, and construction support services for a variety of asset management, advanced treatment plants, biosolids, pumping stations, pipeline projects for municipal clients in the area of wastewater and solids and energy.

We are seeking a Civil/Mechanical/Environmental Engineer that will work well with BC Southwest leaders to advance our growth strategy while providing project oversight and engineering mentorship in our Phoenix office. In this role, you will utilize your consulting experience to develop, design, manage and execute work on projects and to help nurture and grow successful client relationships. You will also work closely with and be mentored by strong technical and business development experts along with other leaders in the Southwest offices and the West Region to deliver the BC Experience to our Clients. The successful candidate will have a strong technical background with a history of efficient project delivery with progressively increasing responsibility for design and planning projects. The ideal candidate will have experience designing wastewater treatment and conveyance projects, leading meetings and/or presenting to Clients, and excels at communicating technical information and project delivery requirements to both internal and external team members. Responsibilities include the following for delivering day-to-day operations for small to mid-sized projects:

  • Project team leadership expectations:

  • Set direction: Support defining objectives, decision-making processes, schedules, budgets and success factors. Assist team by providing clarity on what the objectives are for an assignment, how decisions will be made, development of schedules and budgets, and what critical success factors the client is trying to achieve.

  • Communicate: Help establish effective communication methods for team standups, technical/design decisions, and client interactions.

  • Support Team Motivation: Assist in empowering team members, resolving conflicts, providing feedback and celebrating success.

  • Execution of BC's project delivery requirements:

  • Scope: Collaborate and prepare detailed scopes of work to set clear expectations and prevent project overruns. Develop clear assumptions and limitations and set realistic expectations and a solid pathway to delivering quality work successfully.

  • Schedule: Collaborate on the development and maintenance of project schedules to provide for timely resource allocation and delivery. Recommend and assist implementation of schedule delay mitigation measures as needed.

  • Budget: Develop and collaborate on work breakdown structures and project budgets aligned with scope and schedule to set projects up for financial success. Manage budget on project to meet planned project performance metrics.

  • Quality Management: Create, implement and monitor quality management plans and processes to enhance client trust, minimize deficiencies, incorporate our standards and quality review processes and collaborate with team members to contribute to quality.

  • Change Management: Identify and manage internal and external changes to mitigate risks. Identify and recommend change management, in collaboration with project team, prepare the scope and budget for the change order, and gain client endorsement and approval for the change to minimize financial and execution risk to BC.

  • Risk Management: Ability to identify risks, develop risk mitigation strategies and perform ongoing risk monitoring and mitigation throughout the project lifecycle. Identify and escalate risks, collaborate with teams to prepare mitigation strategies for each risk, monetization of each risk, and update the risk profile on the project throughout the lifecycle of a project.

  • Health & Safety: Lead by example and follow BC policy and client requirements for health and safety. Lead development and implementation of health and safety plans per the project specific requirements.

  • Manage external resources: including third parties/vendors to deliver successfully on their contracted scope, quality, budget, and schedule.

  • Delivery of Project and Business Performance Metrics: Lead achievement of project goals related to scope, schedule, budget and quality. Monitor profitability through routine earned value analysis and compliance, business revenue forecasting and timely invoicing/collections.

  • Client Service and Sales/Marketing Support and Engagement: Ability to build successful relationships with Clients, while collaborating with client service managers and project teams to assess client satisfaction. Monitor and share clients' critical success factors for project success and client satisfaction.

  • Flexibility to adapt and execute various additional assignments based on evolving needs.


Preferred Requirements

  • Manage and execute work and provide specialized consultation on planning/design of municipal wastewater treatment and infrastructure (pipelines and pumping).
  • Develop scope, schedule, and budget for new projects.
  • Contribute to the marketing team in developing proposals and presentations including project understanding and approach.
  • Help facilitate related decision-making and solve complex problems.
  • Lead project teams in planning and/or designing major engineering projects and special planning, economic, modeling, and engineering studies.
  • Conduct technical evaluations to support planning and design related to wastewater systems including unit processes, planning, and pumping systems.
  • Preparation of technical memoranda, reports, drawings, specifications, and miscellaneous contract documents.
  • Prepare and make presentations to clients for meetings/workshops/interviews.
  • Successfully manage and deliver projects on time and on budget.
  • Utilize internal project management tools and resources.
  • Participate in improving company resources and tools to improve design production and efficiency.
  • Direct the work of CADD, designers, engineers, and coordinate with other disciplines to deliver specifications, detailed design drawings, reports, planning, and engineering services during construction.
  • Participate in technical and quality control reviews of study, planning, and design documents.
  • Collaborate with client services teams to identify, mine, and win new project/contract opportunities.
  • Assist the local leader with growth-related strategies and planning.


Mentorship

  • May provide mentorship, guidance, support and knowledge-sharing to help less experienced team members develop their skills and grow in their roles.


Skills and Competencies

  • Solid knowledge of project management tools and techniques, including project planning, budget management and risk management.

Experience

  • Typically, a minimum of 5 years of relevant experience successfully managing projects of increasing complexity. Specifically:

  • Competency in development and monitoring of project schedules

  • Competency in development and monitoring of project budgets

  • Experience with risk management concepts

  • Experience collaborating with cross functional teams.

  • Proven experience in project planning, risk and change management, and contract management of small to mid-size projects.


Preferred Experience

  • A B.S. degree in a related engineering field (Civil, Environmental, etc.) is required.
  • Minimum of 8 years of experience preferred in municipal wastewater engineering and consulting with progressively increasing responsibility.
  • Be versatile and interested in working on a variety of projects supporting Engineering Services.
  • Demonstrated experience in preparation of engineering calculations and equipment selection including hydraulics and pumping systems at a minimum.
  • Professional Engineer (PE) license in the state of Arizona or ability to obtain via reciprocity within six months of employment.
  • Developing project management and leadership skills.
  • Successful marketing, proposal writing, proposal management, and public presentation experience are a plus.
  • Strong written and verbal communication skills with demonstrated ability to conduct effective presentations and written report preparation.
  • A valid driver's license and good driving record may be required.
  • High level of proficiency with the Microsoft suite of products (Outlook, Teams, Excel, PowerPoint, Word, etc.).

Salary Range: The anticipated starting pay range for this position is based on the employee's primary work location and may be more or less depending upon skills, experience, and education. These ranges may be modified in the future.

Location A: $95,000 - $129,000
