The Opportunity:Tetra Tech is seeking an experienced Project Manager to provide oversight in support of the Puerto Rico Public Housing Administration's (PRPHA) Program Management Services for Permeant Works Program (FEMA). The Project Manager is responsible for the day-to-day management, coordination, monitoring, and execution of assigned projects. This role ensures that project activities, deliverables, schedules, budgets, and compliance requirements are effectively managed throughout planning, procurement, construction, and closeout phases.
Position Summary:The Project Manager will serve as the primary operational lead for assigned projects and will work closely with PRPHA, oversight teams, consultants, contractors, and internal project staff.

- Manage and coordinate assigned projects through planning, scope validation, bid package development, procurement support, construction monitoring, and project closeout.
- Lead and coordinate the validation of project scopes of work and quantities.
- Coordinate the preparation, review, completeness verification, and delivery of bid packages to the Management Agent.
- Monitor project schedules, budgets, risks, issues, dependencies, and critical decision points.
- Coordinate activities among engineers, estimators, procurement and compliance personnel, financial management specialists, administrative staff, and other project resources.
- Identify and document discrepancies, omissions, inconsistencies, or changes that may impact project scope, quantities, budget, schedule, procurement activities, or compliance requirements.
- Coordinate with PRPHA, oversight teams, Management Agents, designers, consultants, contractors, and stakeholders to support successful project delivery.
- Maintain current project information, including milestones, deliverables, risks, project status, and action items.
- Prepare and manage project status reports, dashboards, meeting agendas, meeting minutes, action logs, and other project management documentation.
- Support the Program Director with reporting, planning, risk management, and program-level decision-making.
- Monitor project activities during construction from a project management and controls perspective without duplicating construction inspection responsibilities.
- Support project closeout activities and ensure the collection and completeness of required project documentation.
Required Qualifications:- Bachelor's degree from an accredited university in either Engineering, Architecture, Construction Management, Project Management, Business Administration, or a related field
- Minimum three (3) years of professional experience in Project management services, Project coordination activities, or Procurement and bid process support services
- Experience working with municipal governments, public agencies, housing programs, or community development initiatives.
- Fluency in English and Spanish, including the ability to prepare professional documents and presentations in both languages.
Preferred Qualifications:- Experience managing public infrastructure, housing, rehabilitation, or capital improvement projects.
- Experience supporting disaster recovery initiatives.
- Familiarity with FEMA-funded projects and Public Assistance programs.
- Experience working with HUD-funded projects and federal grant compliance requirements.
- Strong stakeholder coordination, reporting, and project controls experience.
- Ability to manage multiple concurrent projects and priorities in a fast-paced environment.
Physical Requirements: All candidates must be in Puerto Rico to be considered for the position.
Work Environment / Environmental Factors:This is an on-site position with intermittent travel to job sites or client meetings on the island.
Compensation:The salary range for this position is $90,000 - $95,000 (depending on experience). The base salary range represents the low and high end of the compensation scale for this role. Actual salaries will be determined based on location, experience, responsibilities, and qualifications.
