Description

Oneida Professional Services (OPS) is actively seeking a highly motivated, full-time Program Manager (Scrum Certified) in Denver, CO. The candidate will be traveling throughout different sites within Colorado and will be working remotely with government authorization.

Contingency Notice: This position is contingent on the award of a federal contract.

Key Responsibilities:
  • Provide overall program and contract management for IDIQ/task order-based technical and scientific support services.
  • Lead technical project management activities, including defining project scope, goals, deliverables, schedules, risks, and resource requirements.
  • Oversee Agile/Scrum delivery, including sprint planning, backlog grooming, task assignment, and continuous improvement across development cycles.
  • Coordinate cross-functional teams (software engineering, data, geospatial, research, and IT operations) to ensure timely and high-quality delivery.
  • Manage task orders, staffing plans, and workforce allocation, ensuring alignment with project requirements and contract scope.
  • Serve as the primary point of contact with Government stakeholders, including the COR and Task Order Managers, ensuring clear communication and issue resolution.
  • Prepare and deliver monthly status, financial, and performance reports, including risks, deliverables, and progress against milestones.
  • Provide technical oversight and strategic direction for solutions across IT systems, cloud platforms, scientific computing, and data management environments.
  • Facilitate stakeholder meetings, remove impediments, and ensure continuous workflow performance and product delivery.
  • Ensure compliance with federal standards, security requirements (FISMA/NIST), and quality control procedures.
  • Lead transition planning, staffing continuity, and subcontractor coordination to maintain uninterrupted mission support.


Requirements

Minimum Qualifications:
  • Bachelor's degree in Business, IT, Engineering, Science, or related field.
  • Certified Scrum Master (CSM), PMI-ACP, or equivalent Agile/Scrum certification (required).
  • 8+ years of progressive experience in program/project management, including federal or government contracting.
  • Demonstrated experience managing IDIQ contracts and task order execution.
  • Proven experience leading Agile delivery teams (Scrum, Kanban, or hybrid frameworks).
  • Strong knowledge of the software development lifecycle (SDLC) and project methodologies (Agile, Waterfall).
  • Experience managing multidisciplinary teams across IT, data, and technical service functions.
  • Excellent communication, leadership, and stakeholder engagement skills.

Preferred Qualifications:
  • Project Management Professional (PMP) certification.
  • Experience supporting federal agencies (USGS, DOI, or similar).
  • Familiarity with cloud platforms (AWS), DevOps, and CI/CD pipelines.
  • Experience with tools such as JIRA, Redmine, GitLab, or similar.
  • Background in scientific, geospatial, or data-driven environments.
  • Knowledge of FISMA, NIST security frameworks, and federal compliance requirements.
